Let me begin by welcoming Leila Zerrougui to our meeting in her new role as Special Representative of the Secretary-General to the DRC. We look forward to working with you and you can count on our strong support.

19 Jun 2012 description

Sweden is deeply concerned about the recent serious deterioration of the security situation in the provinces of North and South Kivu in the Democratic Republic of the Congo. More than 200 000 civilians are estimated to have been forced to flee their homes since the beginning of April as a result of fighting between armed groups and the country's army.

In total, there are more than 2.1 million internally displaced people in the country who have significant and acute humanitarian needs. The possibilities of reaching them with aid consignments are however seriously limited.

Sweden has signed an agreement with the Africa Enterprise Challenge Fund (AECF) on support to private sector development in post-conflict countries. The contribution of 20 million US dollars runs over a five year period. Among the countries that is included in AECF's Post-Conflict Window is the Democratic Republic of Congo, Liberia, Sierra Leone, Somalia, South Sudan and Zimbabwe.

Sweden is to host two international conferences that draw attention to sexualised violence against women in conflicts. Minister for International Development Cooperation Gunilla Carlsson has taken the initiative for a conference on action against sexualised violence in the Democratic Republic of the Congo (DRC) and Sida will host a donor conference for UN Action against Sexualised Violence in Conflict (UN Action).

Margot Wallström, the UN Special Representative on Sexual Violence in Armed Conflict, is visiting Stockholm.

"I am very concerned about the humanitarian situation in eastern Congo," says Gunilla Carlsson, Minister for International Development Cooperation. "The abuses against civilians are continuing and several hundred thousand people have been displaced."

So far this year some 535 000 people have fled their homes in eastern Congo as a result of conflicts flaring up. These internally displaced persons receive assistance from the UN Refugee Agency (UNHCR) and other actors. The total number of internally displaced persons in eastern DR Congo is now put at 1.8 million.

The humanitarian situation has further deteriorated in eastern Congo. Sweden is prepared to quickly provide humanitarian aid amounting to some SEK 40 million, of which SEK 10 million is intended for the UNHCR's work with refugees in the region.

"Developments in eastern Congo continue to be a cause of great concern, particularly since the number of civilians now living as refugees is steadily increasing.

The situation in eastern Congo is serious. The Government welcomes the efforts to find a lasting solution and the initiatives that the EU and other actors have taken on the ground to secure the situation of displaced people and ensure that humanitarian aid reaches those in need.

On Sunday 6 January 2008, Gunilla Carlsson took part in a conference on peace, security and development in Goma in the Democratic Republic of the Congo.

"The situation in eastern Congo is a humanitarian disaster. What is happening in Kivu tragically demonstrates the fact that security is a fundamental prerequisite for development. We need to be better at designing aid that creates a sense of security and safety.

The Great Lakes Region - including Burundi, Democratic Republic of Congo (DRC), Rwanda, Tanzania and Uganda - has seen a continuation of a trend towards peace, nevertheless, humanitarian challanges remains.

By mid-2006, over 4 million people were estimated to remain displaced in the region. In 2006 there was approximately 700 000 people returning home, who will now face the challange of reintegrating, finding employment or other livelihood opportunities, accessing basic services, and recovering property.

Sweden will be sending election observers to the parliamentary elections in the Democratic Republic of the Congo on 30 July. The formal decision will be taken by the Government next Thursday. The Swedish election observers will be part of the EU election observation mission.

15 May 2006 description

The Government has presented a Bill to the Riksdag requesting the Riksdag's consent to take part in an EU-led military force in support of UN peace-keeping operations in the Democratic Republic of the Congo. The EU-led mission will take place within the framework of the European Security and Defence Policy.

17 Nov 2005 description

The Government decided today to send an election observer to the Democratic Republic of the Congo ahead of the referendum on a new constitution on 18 December. The election observer will be part of the EU mission that consists of 26 long-term observers.

The Government decided on Tuesday to propose to the Swedish Riksdag the dispatch of an armed unit to the Democratic Republic of the Congo (DR Congo), to be part of an EU-led multinational military rapid deployment force in Bunia, in the province of Ituri, in the north-eastern region of the country.

The Government decided today to submit a bill to the Riksdag with a request to send an airfield unit of 90 personnel to the UN peacekeeping mission, MONUC, in the Democratic Republic of the Congo.

26 Jul 2001 description

The Government has today decided to give continued support of SEK 1.15 million to mediation initiatives within the framework of the "national dialogue" in the Democratic Republic of the Congo (DRC).
The dialogue will be held between all Congolese parties, including rebel movements. The aim is for these initiatives to lead to national reconciliation. The dialogue is thus fundamental to the process of building up a new Congolese society.
