On 11 July 2017 at the Palais Des Nations, Action Contre la Faim, INGO forum in DRC, Lutheran World Federation, Save the Children and CARE International presented to Member States on the neglected crises in the Democratic Republic of Congo (DRC) and the Central African Republic (CAR).

Part of an ‘NGOs forward initiative’, NGO briefings to Member States are not intended to advocate for a specific policy position, but rather to highlight a diversity of NGO perspectives and views. The below provides a synthesis of key themes shared throughout the briefing.

Introduction

The practice of non-governmental organisations (NGOs) participating in the leadership and management of country level clusters is occurring more frequently in recent years. In several situations, cluster leads are approaching NGOs to take on roles in the cluster, such as coleadership. This review draws on the experiences of NGOs in cluster leadership and management in the four focus countries of the NGOs and Humanitarian Reform Project: Afghanistan, Ethiopia, Democratic Republic of Congo (DRC) and Zimbabwe.

Executive Summary

Since 2005, donors and the UN system have worked together to introduce a set of reforms to improve the timeliness, coverage and predictability of international humanitarian response.

The process has focused on three elements:

- the cluster approach;

- strengthened humanitarian coordinators; and

- pooled humanitarian funding.

In 2007, the UN added partnership as a fourth element.

Executive Summary:
The Funds are now established funding mechanisms in DRC and Sudan and have played an important role in supporting coordination, decentralising authority to the field and funding neglected sectors, complementing other funding mechanisms such as the CERF. In the context of humanitarian reform, the Funds are a positive step but they amount to a 'remaking of the culture', which will take further time to become fully established.

Each year, the Nansen medal is awarded to an individual or organisation that has acted in the spirit of the League of Nations' first High Commissioner for Refugees, Fridtjof Nansen, by defending the rights of refugees. For 2002, the recipients have stepped forward in the last two weeks: the crew of the Norwegian ship, "the Tampa."
