Thus far, 2018 has been historic in many ways. Eritrea and Ethiopia signed a landmark declaration of peace and friendship on 9 July, casting aside decades of hostility in a matter of weeks. The announcement of the end to the state of war was met by widespread jubilation in both countries, and was matched by concrete acts of rapprochement, which included reopening telephone and air links as well as the Eritrean embassy in Ethiopia.

Overview

The Early Warning Early Action initiative has been developed with the understanding that disaster losses and emergency response costs can be drastically reduced by using early warning analysis to act before a crisis escalates into an emergency. Early actions strengthen the resilience of at-risk populations, mitigate the impact of disasters and help communities, governments and national and international humanitarian agencies to respond more effectively and efficiently.

EDITORIAL

Even today, around 2.6 million men, women and especially children continue to die every year from diseases caused by unsafe water and an unsanitary environment.
This horrific figure is due to a little-known fact: in 2018, one third of the world’s population is still drinking water that can endanger their health. 2.6 billion people still lack adequate sanitation facilities.

As delivered

Madam Chair,

Distinguished Delegates,

Ladies and Gentlemen,

I am at the midpoint of my mandate.

I look back, and the state of the world does not look good.

In the last two and a half years, the principles and values of international cooperation have come under immense pressure.

Internal conflicts have escalated, fuelled by regional and global rivalries.

Crises have intensified, driven by poverty, exclusion and the growing impact of climate change.

Today, one in four children live in a country affected by conflict or disaster, and 2017 saw a large increase in the number of documented violations against children in these areas.

NEW YORK, 27 September 2018 - As prepared for delivery

"Good morning, everyone — and welcome to UNICEF House.

"A special welcome to my co-chair this morning, EU Commissioner Stylianides. Millions of children from every continent have benefitted from UNICEF’s long-standing partnership with ECHO. And we appreciate the EU’s leadership of the Call to Action, which UNICEF fully supports.

"And thank you all for your commitment to ending the tragedy of gender-based violence in emergencies.

Our analysis shows that millions of ‘people caught in crisis’ - people living in conflict, and/or who are displaced within their own countries or across borders – are in fact being left behind. Failure to take action now means that the Sustainable Development Goals (SDGs) will not be met, undermining the credibility of the international community and leaving millions to die unnecessarily.
