A. Situation analysis

Description of the disaster

Sporadic inter-communal violence in the Ituri region of the Democratic Republic of Congo (DRC) and attacks by armed groups in North Kivu in December 2017 resulted in mass internal displacement and population movement of thousands of Congolese refugees into neighbouring countries, including Burundi.

Following ongoing clashes in the Democratic Republic of the Congo, more than 8,000 people have left South Kivu and are taking refuge in south-western Burundi. Humanity & Inclusion (which works under the operating name “Handicap International” in Burundi) is on the ground, assisting the most vulnerable, including thousands of unaccompanied children.

Political, security and related humanitarian conditions in Burundi aren’t expected to improve and will lead to a continued outflow of Burundian refugees in 2018. As the phenomenon is becoming protracted, promoting access to agricultural livelihoods is key to achieve refugees’ self-reliance.

UNHCR, the UN Refugee Agency, welcomes the steps taken by the Ugandan government to investigate allegations of wrongdoing in government refugee programmes.

Uganda’s Prime Minister, Dr Ruhakana Rugunda, initiated the probe after reports received by UNHCR and the World Food Programme alleged corruption and grave misconduct by officials involved in refugee assistance.

The allegations include faking documents on delivery of food assistance as well as demanding refugees pay bribes to access various services that should be free of cost.

Uganda currently hosts almost 1.4 million refugees, with more than 1 million who fled South Sudan. Beyond this massive displacement into northern Uganda, many settlements in the southwestern part of the country are also seeing steady influxes of refugees from the Democratic Republic of Congo (DRC), Burundi, Rwanda, and elsewhere. While the refugee response faced a 348.7 million USD budget shortfall in 2017, humanitarian actors need to have a better understanding of needs and gaps across Uganda, in order to prioritize the limited funding available.

January rainfall improves harvest prospects in Burundi and Rwanda

KEY MESSAGES

  • Tanzania continued to receive well above-average rainfall in January, resulting in favorable agricultural conditions across the country.

  • Burundi, eastern Rwanda, and localized areas of eastern DRC also received above-average rains during this period, improving harvest prospects following dry spells during the Season A (October to December) rains.
