The aim of this project is to ascertain how businesses and governments in eight global cities are contributing towards the integration of migrant and refugee populations, either through specialized outreach programmes, the provision of services or targeted funding of nongovernmental organizations, and to what extent these contributions can be deepened or expanded. Perhaps a more important goal is to determine whether and how business and cities are currently working together to create opportunities for migrants and refugees and deepen their integration into society.

This year’s Index also includes an analysis of what governments are doing to eradicate modern slavery. The Index increases our understanding of the contextual factors that make people vulnerable to modern slavery.

Population of Concern

  • Despite the ongoing conflict in South Sudan, there are 247,281 recognized refugees in South Sudan as of 01 December 2014. The Sudanese who are mainly found in Unity and Upper Nile State make up 91 % of the total refugee population. The DR Congolese, Ethiopians and refugees from the Central African Republic are mainly in Central and Western Equatoria, with some Ethiopians also living in Jonglei State. Most refugees were recognized prima facie after mass arrival.

Iraq: 700,000 IDPs, mostly in Dahuk and Anbar governorates, are living in shelters that are not adapted for winter temperatures. 945,000 IDPs are in dire need of kerosene for heating.

Afghanistan: Kabul has been hit by at least 12 suicide attacks since early November, with more attacks also carried out elsewhere, fuelling concerns about the protection of civilians.

December 10, 2014 Addis Ababa, Ethiopia: In commemoration of the second year anniversary of the entry into force of the Kampala Convention, The Department of Political Affairs of the African Union Commission in partnership with the Internal Displacement Monitoring Center (IDMC) of the Norwegian Refugee Council (NRC) ­ Liaison Office with the AU, successfully concluded a two and half day training workshop on National Responsibility to protect IDPs. The training workshop took place in the African Union headquarters from 8th ­10th of December 2014.

Philippines: Category 5 Typhoon Hagupit, locally known as Ruby, made landfall on 6 December over the town of Dolores in Eastern Samar province (Eastern Philippines). At least 49 of 81 provinces are potentially at high risk. The typhoon is moving very slowly, potentially subjecting each community in the path of the typhoon to high winds and torrential rainfall for much longer. 1.1 million people are affected.

There has been a general decrease in the number of food insecure people as harvests continue across the region. Following an extended dry period and delayed onset of rains, a large part of the arid, semi-arid lands (ASALs) have received below-average rainfall providing limited relief.

(Geneva, 8 December 2014): Humanitarian organizations aim to help at least 57.5 million of the most vulnerable people in the world with assistance in 2015 and require US$16.4 billion to do so. “Over 80 percent of those we intend to help are in countries mired in conflict where brutality and violence have had a devastating impact on their lives,” said Valerie Amos, UN Under-Secretary- General for Humanitarian Affairs and Emergency Relief Coordinator, as she launched the 2015 global humanitarian appeal.

  • In the north of Madagascar, supplementary immunization activities are planned for December in response to the outbreak of circulating vaccine derived poliovirus. National Immunization Days are planned for January. The aim is to boost immunity across the country against all strains of poliovirus using trivalent oral polio vaccine.

  • For the first time ever, only 1 case of wild poliovirus has been reported in Africa in the last 4 months. The case had onset of paralysis on 11 August in Somalia.
