In some conflict-affected countries, education itself can become a target of attack for a variety of ideological, political, religious, ethnic, and economic reasons in the context of the larger conflict. Attacks on students, education personnel, and education institutions put the lives of civilians, including children, at risk and may violate international humanitarian and human rights law, including undermining the right to education.

The Democratic Republic of Congo’s presidential and parliamentary vote went ahead on 28-30 November, after a campaign marred by violence and amid allegations of rigging and mismanagement. Political rallies were banned in the wake of election-related clashes in Kinshasa on the eve of polls, and sporadic reports of violence emerged, including from Lubumbashi and West Kasai, during voting. Four opposition candidates have already called for results to be invalidated, aggravating fears that violence may escalate as results come in – especially if the presidential contest is close.

EXECUTIVE SUMMARY

1. Every country with persistent polio transmission, with the exception of India and Angola, has had more cases so far in 2011 than they had by the same time last year. Chad, Afghanistan and DR Congo have already exceeded their entire 2010 total.

2. The rate of occurrence of new outbreaks serves as an ongoing reminder that many countries in the world are under threat from the ease with which polio could be imported across their borders.

Solutions to food insecurity do exist

A major food crisis has been hitting the Horn of Africa since the spring of 2011. Thirteen million people face a food emergency triggered by drought and agricultural price shock that emphasize the vulnerability of communities.

Four years from the deadline set to reach the Millennium Development Goals, the first of them – to halve the number of people suffering from hunger in 15 years – is far from its objective. Close to a billion children, women and men, almost as much as in 1990, are still starving.

GENEVA, 18 October 2011 (UNHCR) - Industrialized countries saw a 17 per cent increase in asylum applications in the first half of this year, with most claimants coming from countries with longstanding displacement situations. This is according to a report released today by the UN refugee agency, UNHCR.

UNHCR’s Asylum Levels and Trends in Industrialized Countries, First Half 2011 report shows that 198,300 asylum applications were lodged in the period between 1 January and 30 June 2011, compared to 169,300 in the same period a year earlier.

KEY STATISTICS

  • The UK’s Gross Public Expenditure on Development (GPEX) amounted to £9,007m in 2010/11. The DFID aid programme accounted for £7,689m (85%) of this expenditure.

  • GPEX increased to £9,007m in 2010/11 from £7,767m in 2009/10. This represents an increase of £1,240m (16%).

  • Excluding debt relief, GPEX totalled £8,829m in 2010/11; this represents an increase of £1,161m (15%) over the 2009/10 total of £7,668m.
