Almost six months after the declaration of the Ebola epidemic in north-eastern DRC, response teams on the ground, including Médecins Sans Frontières (MSF), are still struggling to gain control of the outbreak. So far, 619 people have been infected with the virus and 361 of them have died in what is the second-largest Ebola outbreak on record since the virus was discovered in this country in 1976.

Since we began research in Eastern DR Congo three years ago this month, life for this 16-year-old girl and hundreds like her formerly associated with armed groups has changed immeasurably.

In January 2016 we set out to understand what happens when girls return home from armed conflict and assess the support they receive once free from armed groups.

À la fin du mois de décembre 2018, 21 Plans de réponse humanitaire (HRP) et le Plan régional de réponse pour la Syrie (3RP) nécessitaient 24,93 milliards de dollars pour assister 97,9 millions de personnes ayant un besoin urgent d’assistance humanitaire. Les financements requis restaient identiques à ceux enregistrés à fin du mois de novembre 2018. Les plans sont financés à hauteur de 14,58 milliards de dollars, comblant 58,5% des besoins financiers pour 2018.

A high number of cases are still being reported, most notably from the metropolitan areas of Katwa Health Zone during the past week. The decline in case incidence has continued in Beni; a positive indication of how effective the response can be despite multiple challenges.

In mid December intercommunal clashes between people of Banunu and Batende ethnicities in Yumbi territory (Mai-Ndombe) left almost 900 people dead and some 465 houses and buildings destroyed. Around 24,000 people fled to neighbouring Congo-Brazzaville. The new refugee influx places additional pressure on the 10,000 members of the host community already in need of humanitarian assistance. The renewed violence is believed to be related to tensions surrounding the recent election process.

Monthly Trend of Asylum Seekers:

  • Of the 1,721 new asylum seekers registered at the Refugee Desk in Kampala, 959 were Somalis, 568 Eritreans and 65 Burundians indicating a continuous and onward trend compared to previous months.

  • 3,713 asylum seekers from Democratic Republic of Congo (DRC) were recorded in the south west and mid-west operations, which was lower than previous months. The main reasons of flight included tension and violence in North Kivu and Ituri Provinces.

- IOM co-chaired the weekly border health and points of entry (BHPOE) technical working group meeting. The issue of enforcing use of international arrivals health form (IAHF) by all incoming airlines was discussed, and it was agreed that followup with individual airlines is needed, using a supporting letter from the Ministry of Health.
- IOM attended the weekly national task force (NTF) meeting, where a request was made for mapping of all EVD screening points, for presentation at the next NTF meeting.

During the month of December 2018, 3,637 persons from South Sudan, Democratic Republic of Congo (DRC) and Burundi arrived in Uganda, with the majority from DRC. The humanitarian situation remains unpredictable in South Sudan and the DRC.

Refugees from South Sudan continue to report fleeing primarily out of fear of attack by fighters from either side of the conflict inside the country, while those from DRC report inter-ethnic clashes and fear of post-election violence.
