NEEDS ANALYSIS

The humanitarian needs in the DRC have reached alarming proportions. 2017 was one of the most violent years in history. According to the 2017 – 2019 HRP updated for 2018, 13.1 million people (including 7.7 million children) are in need of humanitarian assistance and protection. This constitutes nearly 14% of the total population of the country projected in 2018. The NFI / Shelter Cluster has thus far targeted 30% of people in need in 2018 – i.e. 825,552 persons (43 %) out of 1,930,572 persons in need.

RESPONSE

The Commission is allocating an additional € 7.2 million to strengthen its response to the Ebola outbreak in the Democratic Republic of Congo, which is not yet under control. Total EU response so far stands at € 12.83 million in 2018.

The EU funding will help partner organisations working on the ground to deploy extra capacities to the affected areas. It will improve surveillance and the capacity to trace victims of Ebola, notably early cases.

Dans le cadre de la riposte à l’épidémie de la maladie à virus Ébola actuellement en cours dans la Province du nord Kivu en RDC, les résistances com- munautaires contre les enter- rement dignes et sécurisés (EDS) sont fréquentes. Les longues attentes des équipes d’EDS ont contribué à ces résistances.

Lorsque que les communautés donnent l’alerte pour signaler un décès communautaire, elles attendent une réaction rapide et diligente des équipes de la riposte.

Niger: Encouraging decrease in the number of new cases over the past two weeks. However, the risk of further propagation remains high as border districts are still affected.

Caritas Internationalis has launched a campaign with UNAIDS and PEPFAR to promote the diagnosis and early treatment of childhood HIV/AIDS in the Democratic Republic of Congo.

The announcement came after more than 130 religious leaders and health providers met in Kisangani on September 18 to discuss ways to better identify cases of AIDS in children and how to better mobilise communities to improve the diagnosis and treatment for children living with AIDS.

SITUATION

  • Many parts of the Democratic Republic of the Congo (DRC) are experiencing prolonged conflict and poverty, contributing to population displacement, chronic food insecurity and restricted livelihood activities. Violence and insecurity continue to drive urgent food and relief needs in the DRC’s greater Kasaï region as well as Ituri, North Kivu, South Kivu and Tanganyika provinces, with a recent Ebola outbreak in Ituri and North Kivu further complicating the humanitarian situation.

The response to the Ebola virus disease (EVD) outbreak in the Democratic Republic of the Congo has seen significant improvements over the past weeks, including strong performances by field teams conducting vaccinations, and improved community engagement and risk communication in priority areas. However, as new cases continue to emerge from Beni and appear closer to security ‘red zones’, it is clear that risks remain and that strong response measures need to be prioritized.

Over 257,800 people have returned from northeastern Angola to the greater Kasai region of DRC since 1 October. During displacement, DRC nationals have experienced violence and human rights abuses, and many have arrived with almost nothing. Food, medical, protection and shelter interventions are required, as the host communities in greater Kasai were themselves already facing severe food insecurity and a cholera outbreak.
