BUKAVU, Zaire (Reuter) - Hoards of Hutu refugees from Rwanda and Burundi were on the move in eastern Zaire Monday in search of a safe haven from fighting between soldiers and ethnic Tutsi rebels there, humanitarian sources said.
The exodus coincided with reports from the U.N. refugee agency in Geneva and humanitarian sources in the region that fighting had spread from South Kivu near the border with Burundi to North Kivu and the region of Goma bordering Rwanda.

In London, Zairean Prime Minister Kengo wa Dondo expressed concern about events and said neighboring Rwanda

KIGALI (Reuter) - Almost a quarter million Rwandan and Burundian Hutu refugees have abandoned all their 12 camps around the Zairean town of Uvira, where the army is battling Tutsi rebels, a U.N. refugee agency spokesman said Monday.
Paul Stromberg, spokesman for the U.N. High Commissioner for Refugees (UNHCR) in Rwanda, told Reuters some 221,000
refugees were on the move toward another eastern Zairean town, Bukavu, already cut off from Uvira by the Banyamulenge

KIGALI (Reuter) - The United Nations has started to evacuate humanitarian staff from eastern Zaire, where government
troops are battling Banyamulenge ethnic Tutsis, the head of the U.N. Development Program (UNDP) in Rwanda said Monday.
Omar Bakhet told Reuters the evacuation operation that began late Sunday had already moved 20 humanitarian staff out of the war zone. Bakhet could not say if the operation, which was continuing, would involve non-U.N. staff.

Ethnic warfare involving the Banyamulenge, Tutsis who came to Zaire from Rwanda at the end of the 18th century, has

GENEVA (Reuter) - The U.N. refugee agency Monday reported fresh troubles in east Zaire's Goma region while nearly
250,000 Rwandan and Burundian Hutu refugees fled camps in nearby Uvira amid fighting between troops and rebels.
The Geneva-based UNHCR said it had unconfirmed reports of dead and wounded following a series of attacks on Sunday by unidentified gunmen in Goma.

Goma region, bordering Rwanda and home to 700,000 Rwandan Hutus who fled after 1994's genocide of Tutsis, is a

ZAIRE Military reports of alleged infiltration of armed men into Zaire from Burundi last night prompted UNHCR staff in the Uvira region to put off activities for today in at least three camps Runingo, Biriba and Kagunga. There was an exchange of small arms and automatic weapons fire as Zairian troops encountered the group. We have no further details. There's no movement in Biriba and Kagunga camps, but Runingo remains practically empty since the attack on Sunday in which four refugees were killed and majority of the 18,900 Rwandan and Burundi refugees there fled.

The Zairian government is attempting to ethnically cleanse eastern Zaire of Banyamulenge, ethnic Tutsi of Rwandan ancestry, who have lived in eastern Zaire for over 200 years. There are approximately 400,000 Banyamulenge living in the area between Bukavu and Uvira in eastern Zaire who are at risk. The international community, with strong U.S. leadership, must send a clear message that this is unacceptable. However, if there is an exodus, a rapid response is essential and adequate assistance and protection must be made available to help the vulnerable.
