The European Union (EU), according to William Wallis's filing with Reuter on September 23, has sent a formal letter to President Kabila reminding him that foreign aid from the EU is linked to his cooperation with the UN Human Rights Verification Team's inspection of the country. This reaffirms earlier EU positions on this matter. Wallis says that some Western diplomats are saying that aid was provided to Mobutu without conditions, and they seem to be objecting to this new policy.
