Summary

The ongoing and escalating Ebola Virus Disease (EVD) outbreak in the Democratic Republic of Congo (DRC) remains a serious public health threat to South Sudan. Since the outbreak in DRC was announced in August 2018, the Government of South Sudan and its partners have been working collectively to carry out activities in high-risk locations1 to prevent the spread of EVD to the country, and to enhance readiness to respond in the event of an outbreak.

Executive Summary

The Office of the Prime Minister (OPM) and the UN High Commissioner for Refugees (UNHCR) jointly launched the revision of the 2019-2020 Uganda Refugee Response Plan (RRP) in February 2019 to align RRP planning figures, targets and budgets with a reduced refugee population as of year-end 2018. The latter resulted from three main factors:

  1. Lower number of refugees and asylum seekers in Uganda, following the conclusion of verification in October 2018;

An already fragile humanitarian situation in Zimbabwe has been compounded by the impact of Cyclone Idai. In the eastern province of Manicaland, many lives have been lost and hundreds are still unaccounted for. Thousands of families require emergency shelter and the livelihoods of at least 270,000 people have been affected. Infrastructure damage is very significant.

The initial strategic response plan (SRP-1) covering the period up to in October 2018 and then the second strategic response plan (SRP-2) for the period from October 2018 to January 2019 facilitated deployment of the important resources of the Congolese Government and its partners.

In 2018, there has been an increase in the number of South Sudanese refugee arrivals in the Central African Republic, the Democratic Republic of the Congo, Ethiopia, Kenya, the Sudan and Uganda.
