BACKGROUND

Malaria is caused by parasites of the Plasmodium family and transmitted by female Anopheles mosquitoes. There are four different human malaria species (P. falciparum, P. vivax, P. malariae and P. ovale), of which P. falciparum and P. vivax are the most prevalent and P. falciparum the most dangerous. P. knowlesi is a zoonotic plasmodium that is also known to infect humans.

Peace processes increasingly go beyond outlining cease-fires and dividing territory to incorporate elements that lay the foundations for peace and shape the structures of society. Yet by and large the participants who decide the former continue to decide the latter; the inclusion of others—those who did not take up arms, those who were working for peace, or significant portions of the population whose priorities for a peaceful society may differ— has not kept pace.

The briefing paper explores the relationship between service delivery, peace-building, and state legitimacy in the Democratic Republic of the Congo, Nepal, Pakistan, Sri Lanka, and Uganda. It finds that the level of access people have to basic services does not tend to be related to how legitimate they perceive their government to be. However, the more problems people encounter with services, the worse they think of their governments.

The virus is now more geographically constrained than at any point in history. As the GPEI enters 2016, it is more important than ever to redouble efforts to eradicate poliovirus in every corner of the globe.

I. Contexte et méthodologie

Depuis avril 2015, les Raïa Mutomboki ont commis des exactions à plusieurs reprises dans les villages à proximité de Tchonka, Katchungu et Lulingu, dans le territoire de Shabunda. Ces attaques ont contraint plus de 60% de la population de cette zone à se déplacer. Plusieurs ménages (2000 selon les autorités locales) ont progressivement trouvé refuge dans le territoire de Pangi (Maniema), sur la rive droite de la rivière Ulindu (Nord du territoire), dans la zone de santé de Kalima.
