Saving lives through faster emergency response

In June 2004, the Democratic Republic of Congo (DRC) was shaken by widespread crises, notably in the East of the country. To ensure that response organizations had the financial and material means to react quickly, the humanitarian community implemented a Rapid Response Mechanism program in October 2004.

This publication provides generic guidance to assist both hosted and host families and ‘menus of options’ for specific support. Its goal is not to be exhaustive on this complex and multi-faceted topic, but rather to contribute to a ‘gap area’ and to complement existing guidance on community-based humanitarian action.

This guide has been informed by several country-level learnings and more specifically by the Haiti Shelter Cluster working group on host families.

  1. Executive Summary

Asylum seekers and refugees in Kayole, Eastleigh and Kitengela have made great strides integrating into the social and economic life of Nairobi. The livelihoods baseline illustrates that the socio-economic profile of the urban asylum seeker or refugee is not that of desperation and dependence. Rather it is one of incredible resilience in the face of significant odds. The majority are engaged in economic activities in the informal sector, and have made modest gains with limited support from the Government of Kenya or the humanitarian community.

The formalisation of the mining sectors in the Democratic Republic of the Congo (DRC) and Rwanda offers a compelling parallel to the Forest Law Enforcement, Governance and Trade Action Plan (FLEGT). Both are relevant to governance in weak or fragile states, respond to the need to ensure socially and environmentally responsible sourcing of natural resources, and both resources have funded conflict– and in the case of the DRC, still do.

UNHCR operational highlights

  • From the transition response, with few refugees from The Democratic Republic of the Congo (DRC), the second influx has started since mid-November 2012.

  • Since April 2012, 24,123 refugees from DRC were received in Rwanda.

  • In November, 292 new arrivals were received at the Nkamira Transit Center after the Goma events. After relative calm in Goma, the vast majority of them returned.

  • In December, 3,842 arrived at Nkamira Transit Center.
