Systematic patterns of sexual exploitation and abuse (SEA) have emerged around UN peacekeeping missions over the course of many years.1 Reports of abuse by peacekeepers in Cambodia and the Balkans in the 1990s were followed by news of similar problems in West African missions in 2001 and 2002.
Hope amid the crises
Recently, good news has been in short supply. Journalists and civil society leaders continue to disappear or to be assassinated in the Russian Federation, the situation in the Caucasus remains explosive both in the north (Chechnya, Dagestan and Ingushetia) and the south (Georgia and Nagorny-Kabarach). The crises in Darfur, Somalia and the DRC drag on.
The resignation of the UN commander in chief in Congo this year is indicative of the rising number of problematic UN peacekeeping missions. For peacemaking in complex environments to have a chance of succeeding, members of the UN Security Council will need to transcend their own national security and economic interests.
