L’entité politique du Kamerun est née du protectorat signé en juillet 1884 entre le gouvernement allemand et les chefs traditionnels douala. Après la première guerre mondiale, le Cameroun a été placé sous protectorat franco-britannique. Le Southern Cameroon sous tutelle britannique, correspondant aujourd’hui aux régions du NordOuest et du Sud-Ouest, a accédé aux indépendances le 1er octobre 1961. Suite aux accords de Foumban négociés en juillet 1961, l’état fédéral du Cameroun naît en octobre 1961.

On 7 October, presidential elections in Cameroon were accompanied by electoral related violence in the anglophone regions of Northwest and Southwest. The new violence is likely to have displaced more people, which would add to the estimated number of 246,000 that were displaced as of August 2018 since the beginning of the crisis in 2017. The newly displaced are likely to be in need of food, shelter, health and wash assistance.

Du 1er janvier au 30 septembre 2018, plus de 12252 nouveaux arrivants ont été enregistrés au camp de Minawao. En date du 30 septembre 2018, la population totale du camps’élève à 53760 réfugiés nigérians.63% de la population a moins de 18 ans et les femmes/filles représentent 54% de la population totale du camp.

On 7 October 2018, the Republic of Cameroon, a country in the middle of West and Central Africa, will hold presidential elections. Nine candidates were announced by the elections governing body early this year on 7 August 2018. Including incumbent president Paul Biya, who is running to serve his fourth seven year term as president.

Exactions et dégradation de la situation sécuritaire dans le Nord Ouest et le Sud Ouest du pays, dialogue au point mort avec les mouvements séparatistes, faibles garanties sur la transparence du scrutin, montée des discours de haine. L’élection présidentielle qui doit se tenir ce dimanche au Cameroun s’annonce à haut risques, alors que les mouvements séparatistes ont annoncé souhaiter empêcher la tenue du scrutin. Dans ce contexte, la FIDH, la MDHC, le REDHAC et le CHRDA appellent l’ensemble des acteurs à la retenue et au respect des règles démocratiques.

On the eve of Cameroon’s presidential elections, the country is divided. But not simply because of the vote on Sunday.

What began in 2016 with activists from the anglophone minority stepping up their campaign for autonomy led last year to the government violently clamping down on separatist protests in the majority-anglophone Northwest and Southwest regions.

Cameroonians will be voting for a new president this Sunday 7 October. The election comes at a critical time for the central African nation which until quite recently was a stable country in a turbulent region.

The following statement was issued today by the Spokesman for UN Secretary-General António Guterres:

As Cameroon prepares for presidential elections on 7 October, the Secretary‑General encourages all Cameroonians to exercise their democratic right and calls for a peaceful, credible and inclusive process.

The risk of violence around the 7 October vote is greatest in Anglophone regions, but other parts of Cameroon could also be affected. The government should take steps to curb divisive rhetoric and declare a ceasefire, even if only temporary, with Anglophone armed groups.

Description of the disaster

Since 15 September 2018, unprecedented mass population movement has been recorded from the North West (NW) and South West (SW) regions of Cameroon, following a notice circulated by armed groups operating in these regions on their intention to block any entry or exit into or from the said regions of Cameroon, in a bid to thwart any campaign plans for the upcoming presidential elections set to hold on 7 October 2018.
