BEIJING, Sept. 20 (Xinhua) -- China has allocated 8.8 billion yuan (1.34 billion U.S. dollars) in the last five years to support weather modification programs as part of efforts to relieve drought and minimize the impact of natural disasters, the Ministry of Finance said Wednesday.
From 2012 to 2017, central fiscal funds contributed 1.17 billion yuan to the program, while local fiscal funds contributed 7.64 billion yuan, the ministry said on its website.

On 14 September at 18.00 UTC, it had max. sustained winds speed of 167 km/h and its centre was located approx. 240 km south-east of the coast of Quang Binh province (North Central Coast, Vietnam).

Tropical Cyclone DOKSURI (named MARING in the Philippines) continued moving west over South China Sea, toward Vietnam. On 14 September at 0.00 UTC it had max. sustained winds speed of 120 km/h and its centre was located approx. 350 km south-east of Hainan island (China).
Over the next 24 h it is forecast to continue moving north-west, strengthening, and it could pass south of Hainan province (China) in the afternoon of 14 September UTC and it may reach North Central Region (Vietnam) as a Typhoon in the morning of 15 September.
Tropical Cyclone TALIM (named LANNIE in the Philippines) continued moving north-west over the East China Sea, strengthening. On 14 September 0.00 UTC its centre was located 750 km southwest of Kyushu island (Japan) and it had max. sustained winds speed of 213 km/h.
FUZHOU/HANGZHOU, Sept. 13 (Xinhua) -- More than 200,000 people have been evacuated from Fujian and Zhejiang provinces as of Wednesday as Talim, the region's 18th typhoon this year, moves rapidly towards China's southeast coast.
The provincial meteorological department of Fujian forecast that Talim would intensify into a super typhoon with a speed of 180 to 200 km per hour within the next two days.
HAIKOU, Sept. 14 (Xinhua) -- South China's Hainan Province has activated an emergency response for approaching Typhoon Doksuri, which is set to skirt pass the province or land on coastal areas between Thursday night and Friday Morning.
Shipping services on the Qiongzhou Strait connecting China's Hainan and Guangdong provinces were suspended Thursday morning. High-speed trains in Hainan will be suspended starting Thursday noon.
As of 8 p.m. Wednesday, more than 65,000 people at sea moved on shore, with over 24,000 fishing boats moored.
On 23 August 2017, Typhoon Hato swept through southern China, bringing high winds and heavy rainfall to Hong Kong, Macau, Guangdong, Guangxi, etc. Authorities in Macau reported that the typhoon killed 10 people and injured 244. In Guangdong, Guangxi, Fujian, Guizhou and Yunnan provinces, the typhoon caused 11 deaths. One person was reported missing and 741,000 people were affected in total. More than 6,600 houses collapsed, with an economic loss of over RMB 12 billion.

Natural disasters over the first semester of 2017
During the first semester of 2017, EM-DAT preliminary data shows that 149 disasters occurred in 73 countries. The impact of which resulted in 3,162 deaths, affected more than 80 million people and caused more than US$32.4 billion (A).
The major disasters were floods and landslides occurring in Asia, South America and Africa (B).
Tropical Cyclone TALIM continued moving over the northwestern Pacific Ocean, strengthening. On 13 September 0.00 UTC it was located 90 km of Miyako-Jima island (Japan) and it had maximum sustained wind speed of 139 km/h.
Over the next 24 hours, it could start moving over the East China Sea, strengthening as a typhoon. Its centre could pass approximately 300 km north-east of Taiwan and off the coast of Zhejiang (China) on 14-15 September, before reaching south-western Japan on 16-17 September. Heavy rain, strong winds and storm surge could affect these areas.
Tropical Cyclone DOKSURI continued moving west over Luzon as a tropical depression. It reached the South China Sea and continued moving west, strengthening. On 13 September at 0.00 UTC it was located 800 km from Hainan (China).
Over the next 24 hours, it is forecast to strengthen and pass south of Hainan province. It may reach central-northern Vietnam as a typhoon.
According to local media, as of 13 September at 6.30 UTC, the death toll in the Philippines has now reached four people. In addition, six people have gone missing.
