Countries in the Latin America and the Caribbean (LAC) region are highly vulnerable to a range of natural hazards, including droughts, earthquakes, forest fires, floods, hurricanes, and volcanic eruptions. Between FY 2008 and FY 2017, USAID’s Office of U.S. Foreign Disaster Assistance (USAID/ OFDA) and USAID’s Office of Food for Peace (USAID/ FFP) provided humanitarian assistance in response to a diverse range of emergencies in the region.

Hurricanes Irma and Maria: health sector response

In the space of one month, several nations of the Caribbean were ravaged by two category 5 hurricanes packing winds of up to 160 mph (260 km/h). Hurricane Irma passed through 11 islands in the Caribbean starting on 5 September 2017, followed a week later by Hurricane Maria, which impacted six islands, including three in Puerto Rico, Turks and Caicos, and the U.S. Virgin Islands, that had already been hit by Irma. The total population of the islands is 37.2 million people.

WMO report highlights impacts on human safety, well-being and environment

6 November 2017 (WMO) - It is very likely that 2017 will be one of the three hottest years on record, with many high-impact events including catastrophic hurricanes and floods, debilitating heatwaves and drought. Long-term indicators of climate change such as increasing carbon dioxide concentrations, sea level rise and ocean acidification continue unabated. Arctic sea ice coverage remains below average and previously stable Antarctic sea ice extent was at or near a record low.

Chair of the Advisory Group, Leni Stenseth and CERF Chief, Lisa Doughten welcomed the new members to the group: Jamie Isbister, Bruno van der Pluijm, Alexandra MacKenzie, Ricardo Toro Tassara, Rahel Asfaw, Claus Lindroos, Alison Milton, Mairo Mandara and Per Enarsson, and provided an introduction to CERF for new members, noting the essential role of the group in providing advice on the future of CERF.

Thursday, October 26, 2017 — CARICOM and Mexico, which both recently suffered devastating natural disasters, have agreed to strengthen cooperation in disaster risk management.

The agreement forms part of a Joint Declaration issued at the end of the Fourth CARICOM-Mexico Summit held in Belize on Wednesday 25 October 2017 under the joint chairmanship of CARICOM Chairman, Prime Minister Dr Keith Mitchell of Grenada and the President of Mexico, Enrique Pena Nieto.

Maria, the 13th named storm of the 2017 Atlantic Hurricane Season, became a category 5 hurricane near the Leeward Islands on Monday September 18th, 2017. Hurricane Maria impacted Dominica at approximately 9:35pm on September 18th as an extremely strong hurricane with wind speeds of 155 mph. Maria then impacted Antigua and Barbuda, Montserrat and St. Kitts and Nevis on September 19th, 2017 and the Virgin Islands September 19 – 20, 2017.

Dominica

• A third consignment of emergency supplies loaded in Antigua, on board the Royal Netherlands Navy vessel Pelikaan, arrived in Dominica on 2 October with cargo from several organisations, including Samaritan’s Purse, DfID, UNICEF, International Medical Corps and WFP.

• The Pelikaan also provided fuel supply (ship Diesel) to organisations to support operations and during permanence at Roseau port.

Antigua & Barbuda

  • Debris clearing operations and maintenance work to re-establish water supplies are underway in Barbuda. Lack of generators continues to be an issue. Barbuda’s airfield is operational, however some repair works are still needed especially with regards to the airfield fencing.

Damaged homes, businesses and offices are no match for the resilience and determination of residents living in Portsmouth, a town on the northwest coast of Dominica.

They have already begun to pick up the pieces after the category five-Hurricane Maria slammed into the island on September 18.

The residents have been using their personal vehicles to free the roadways, clogged with debris left behind by the hurricane, while at least one other ensured that his community was well lit at night through the use of his generator.
