INTRODUCTION

This report, for the period 1 June – 30 November 2013, is for the first two quarters of the 2013/2014 fiscal and policy year for CCRIF. It is designed to provide an update on progress during this six-month period towards achievement of CCRIF’s Strategic Objectives (see Figure 1) as defined in the CCRIF Strategic Plan 2012/2013 – 2014/2015. In providing this progress update, this report also illustrates how the Facility upholds its customer values.

DESTACADOS

  • Los desastres ocurridos en el cuarto trimestre de 2013 (octubre, noviembre y diciembre) afectaron a unas 699,020 personas. La Sequía e inundaciones fueron los mayores desastres.

  • El Dengue en América Latina y el Caribe ha afectado a más de 2.2 millones de personas y dejado unas 1,000 muertes en 2013.
    América Central, República Dominicana y Paraguay han sido gravemente impactados.

HIGHLIGHTS

  • Disasters in the reporting period affected 699,020 people. Drought and flooding were the biggest disasters.

  • Dengue in Latin America and the Caribbean affected more than 2.2 million people and killed 1,000 in 2013. Central America, the Dominican Republic and Paraguay were the most severely affected.

  • OCHA allocated US$2.5 million in CERF funds to assist people affected by drought in Bolivia, and $85,000 in emergency funds to assist those affected by heavy rainfall in the Lesser Antilles.

MOCHO, Jamaica, Dec 10 2013 (IPS) - The Mocho Mountains that run through the centre of Jamaica were once covered by lush tropical forests that helped control rainfall. Now, much of the forests and farmlands have been destroyed and the community is hard hit by the resultant extreme weather.

Overview

The IFRC`s Caribbean Disaster Risk Management Resource Centre (CADRIM) located in the building of the National Society headquarters, continues to provide a source of expertise, profile-building, much needed income and capacity building. The ECHO-funded DIPECHO VIII disaster risk reduction project is providing support for the Disaster Management Programme, including staff of the Barbados Red Cross for 2012.

Overview

The ECHO-funded DIPECHO VIII disaster risk reduction project was the main activity of the National Society during 2012. It provided a continuing opportunity to work with local communities in addressing the needs for disaster preparedness and resilience-building, especially considering the risk of hurricane impact in this region, as well as to maintain the working relationship with government departments.

CASTRIES, St. Lucia, Jun 15 2013 (IPS) - The Caribbean has the unenviable reputation as one of the most disaster-prone regions in the world, a situation exacerbated by climate change and vulnerability that experts warn could have significant economic consequences if unaddressed.

As a result, a comprehensive strategy to build Caribbean resilience ought to include adaptation to the effects of climate change, Warren Smith, president of the Barbados-based Caribbean Development Bank (CDB), the region’s premier lending institution, has suggested.

CCRIF Quarterly Report 1 December 2012 – 28 February 2013

The Caribbean Catastrophe Risk Insurance Facility (CCRIF) is the first multi-country risk pool in the world, and is also the first insurance instrument to successfully develop parametric policies backed by both traditional and capital markets. It is a regional catastrophe fund for Caribbean governments designed to limit the financial impact of devastating hurricanes and earthquakes by quickly providing financial liquidity when a policy is triggered.
