  1. Below-average rainfall since mid-May has led to abnormal dryness across eastern Uganda and southwestern Kenya. Moisture deficits are likely to negatively impact cropping and Pastoral activities.

  2. Repeated weeks of very heavy, above-normal rains have oversaturated the ground in parts of Ethiopia, Sudan, and South Sudan. More heavy rain during the next week is likely to cause further flooding.

Each emergency presented its own set of challenges, whether it was addressing affected livelihoods, the safety of families forced to flee from violence, the growing risk of vector-borne diseases or the sheer scale of major disasters such as the earthquake in Ecuador (April 2016) and Hurricane Matthew in the Caribbean (October 2016).

Caribbean Red Cross Program Transitions into Second Phase

A USAID/OFDA-supported Red Cross program to strengthen disaster preparedness in the Caribbean concluded its first phase in August and will begin phase two in October.

The program, "Readiness to Respond: Increased Disaster Preparedness through Enhanced Coordination and Community Awareness," is a joint effort between USAID/OFDA, the American Red Cross, the International Federation of Red Cross and Red Crescent Societies, and Caribbean Red Cross societies.

As the Global Platform for Disaster Risk Reduction sets to work in Geneva and the hurricane season approaches, the European Commission's humanitarian aid office (ECHO), which reports to European Commissioner Louis Michel, has granted EUR 7 million for its 7th disaster‑preparedness action plan in the Caribbean. UN Disaster Assessment and Coordination teams' response in 2007

(New York/Geneva, 26 December 2007): In 2007, the United Nations Disaster Assessment and Coordination (UNDAC) teams conducted nine missions to the Americas, the highest in the history of the teams, including the first-ever mission to Mexico. Previously, the highest number of missions to the Americas was eight, after Hurricanes Mitch and Georges in 1998.
