FOREWORD

The year 2015 marked the 10th anniversary of the Global Shelter Cluster, the inter-agency coordination mechanism for shelter response. During these ten years, coordination has improved in consistency, shelter responses have grown in scale, and there are more people with experience in shelter programming, but people continue to lose their dwellings and be displaced due to conflict and natural disasters. Global humanitarian shelter needs continue to greatly exceed the capacity and resources to respond.

Third modification as of 28/09/2015

Despite the signature of the peace agreement on 20th June, the situation in Northern Mali remains very fragile as indicated by the recent clashes between signatory parties in the region of Kidal. Estimated 62 000 people are still internally displaced (IDPs) in Mali. The surrounding countries of Mauritania, Niger and Burkina Faso still host about 138 000 Malian refugees and there is no observed trend of return.

An amount of EUR 6 959 205 from the Natural disaster specific objective of financing Decision ECHO/WWD/BUD/2015/01000 has to be shifted to the Manmade disaster specific objective to cover unforeseen needs.

In order to respond to the national Preparedness and Response Plan for the Ebola virus disease in Burkina Faso, and on the basis of the contribution agreement concluded in December 2014 between the Commission and the Austrian Development Agency (ADA) an additional amount of EUR 963 000 is allocated to the present HIP.

The situation in the communes of Karimama and Malanville in Northern Benin is deteriorating following the overflow of the Niger river, with water levels 1 meter higher than usual. 54 localities in Karimama and 18 in Malanville have been inundated, with a total of 33 535 people affected. Massive loss of housing, assets and crops has been reported in the two communes. High risk on public health and increasing rates of malnutrition. The immediate needs include water, hygiene, shelter, NFI and food supplies.

26/10/2012 – In response to serious flooding in Benin, Cameroon, Niger, Nigeria and Chad since the beginning of the rainy season, the European Commission has committed €1 million of humanitarian funding to over 95,000 of those worst affected.

Much of the funding will go towards providing emergency shelter and basic household items to those who have lost nearly everything. Another significant portion will aim to ensure access to clean water and sanitation, and in doing so limit the risk of epidemics.
