FOREWORD

The year 2015 marked the 10th anniversary of the Global Shelter Cluster, the inter-agency coordination mechanism for shelter response. During these ten years, coordination has improved in consistency, shelter responses have grown in scale, and there are more people with experience in shelter programming, but people continue to lose their dwellings and be displaced due to conflict and natural disasters. Global humanitarian shelter needs continue to greatly exceed the capacity and resources to respond.

Chaque année, la Belgique alloue 600 000 euros à la Croix-Rouge pour financer ses interventions lors de « catastrophes silencieuses ». La seule année 2015 a été le théâtre de 346 catastrophes dont (quasiment) personne n’a entendu parler. Pourtant, elles ont causé près de 23 000 décès et affecté environ 100 000 personnes. Le manque de couverture médiatique à ce sujet entraîne une absence de soutien du public.

Le mauvais état des infrastructures routières à travers le pays continue d’entraver les opérations d'aide humanitaire, particulièrement pendant la saison des pluies. Du fait des routes endommagées, la distribution de denrées alimentaires à 1 712 ménages vulnérables de la sous-province du Gazi est suspendue depuis fin juin. Le Cluster Logistique dirige une initiative de mobilisation des ressources afin d’améliorer l’accès routier.

OVER 1,700 HOUSEHOLDS DEPRIVED OF ASSISTANCE

Poor road infrastructure throughout the country continues to hamper humanitarian access, particularly during the rainy season.
Due to damaged roads, food distribution has been suspended to 1,712 vulnerable households in the Gazi sub-province since the end of June. The Logistics Cluster leads an initiative to mobilize resources to improve road access.

Africa Weather Hazards

  1. Low and infrequent rainfall since late March has resulted in drought across parts of southeastern Kenya and northeastern Tanzania. The potential for recovery remains unlikely.

  2. Consistently below-normal rainfall over the past 4 weeks has resulted in abnormal dryness for portions of Uganda and western Kenya. This pattern has resulted in low soil moisture and poor vegetation health index values.

The Global Food Security update provides a quarterly overview of key food security trends in vulnerable countries. Information is provided by WFP VAM field teams and partners.

• In Syria, revised estimates indicate that the number of IDPs has risen to 6.5 million from 4.25 million in July. Vulnerability is increasing due to conflict, reduced economic activity, reduced crop production and high prices. As of October, UNHCR reports that over 2 million Syrians had found refuge in neighboring countries.

Both Guatemala and Myanmar were affected by earthquakes during the reporting period. On 7 November, an earthquake of 7.2 magnitude struck the pacific coast of Guatemala, affecting more than 600,000 people followed by a second quake of 6.2 magnitude on 11 November. There were no immediate reports of major infrastructural damage caused by the second earthquake. The 6.8 magnitude earthquake which struck in Myanmar on 10 November, meanwhile, damaged infrastructure but the full extent of the impact remains unclear.

In 2010, Belgium made a record contribution to the UN World Food Programme. The Belgian contribution had never been so high, at a total of €28.6 million for 2010.

The highest contribution ever

The World Food Programme operates in 80 countries, providing food and humanitarian aid during disasters or long-running conflicts. Two years ago, Belgium contributed €18 million to the World Food Programme, and in 2009 that contribution rose sharply to €27.5 million. But last year it was higher still.

Conflicts and natural disasters have cut them off from their homes, their livelihoods, and access to essentials like drinking water and health care. The Japan International Cooperation Agency (JICA) has announced that it will be sending emergency supplies to Benin to help victims of unusually heavy rains and floods in the West African state.

Blankets, tents, plastic sheeting and sleeping pads were being airlifted from Johannesburg to the Benin capital of Cotonou as soon as possible.

Benin is hit annually by heavy rains and floods, but this year the rainfall was 2 =BD times heavier than during the same period last year.

The Global Update provides food security information on trends in food access and utilization. Key food access indicators reported are food consumption, coping strategies and terms of trade. These indicators are proximate to food security status and so enable early identification of potential increases in food insecurity.

This update provides information on 34 countries for the period January to June 2010.

Three categories are used to classify the food security trend: Improved, No Change and Deteriorated.
