This price watch bulletin covers the quarterly period from September to November 2008. The objective of the bulletin is to provide early warning information on price changes of staple food commodities and their likely impact on the cost of the food basket. Price changes are determined for each country on a quarterly basis.

Can the record harvests expected in West Africa ease the effects of soaring food prices?

Rainfall forecasts for the 2008 rainy season by the PRESAO111 forum projected normal to above- normal precipitation (based on the 1961- 1990 historical average) across virtually all farming areas of the West African countries, Chad and Cameroon. These predictions utilized country- level monitoring data for the current growing season.

The 2008 rainy season got off to a normal start, producing regular, evenly distributed rainfall in most of the Sahelian and West African countries.

The 2008-2009 growing season was characterized by good rainfall generally well distributed over space and time. The cereal production for this growing season is estimated at 54 million metric tons including 9 million metric tons of rice and 45 million metric tons of dry land cereals for the Sahel and West Africa. The Sahelian cereal production is estimated at 15 500 0001 metric tons.

Introduction

The purpose of this bulletin is to inform partners and the World Food Programme (WFP) about the current and last trends of food commodities prices in the main local markets in Benin.

Local markets in Benin are generally showing a downturn trend for cereals as well as pulses for retail prices. This is mainly due to the seasonal trends associated with the beginning of the harvest period that started at the end of July. Nonetheless, prices are still high when compared to last year's level and to the normal trend, due to the influence of higher international food prices.

Purpose and Summary

This paper provides members of the regional-level Food Security and Nutrition Working Group and other decision-makers in West Africa with an overview of the food security situation, including the implications of international and sub-regional market trends.

On West African markets, a decline in the price of millet and maize began in September 2008. It is not known how far prices will drop, or for how long the trend will last. Satisfactory rains that continued until the end of September in the Sahel have resulted in good crop and grazing conditions.
