I wish to refer to an exchange of letters between my predecessor and the President of the Security Council in November 2001 (S/2001/1128 and S/2001/1129) relating to the establishment of the United Nations Office for West Africa (UNOWA). I also wish to refer to an exchange of letters between my predecessor and the President of the Security Council in October 2004 (S/2004/797 and S/2004/858) relating to the extension of the mandate of UNOWA for three years, from 1 January 2005 to 31 December 2007, subject to a mid-term review.

I have the honour to inform you that your letter dated 28 November 2007 (S/2007/753) concerning the United Nations Office for West Africa (UNOWA) has been brought to the attention of the members of the Security Council.

The members of the Council concur with your recommendation to extend the mandate of UNOWA for a further period of three years from 1 January 2008 to 31 December 2010.

The International Federation of Red Cross and Red Crescent Societies is launching meningitis prevention activities in 14 countries in Africa to get ready for what could be one of the worst meningitis epidemics in a decade. The move came as a reaction to the warning given by the World Health Organization on October 9.

The first indications of an epidemic could appear as early as February-March 2008.

1. EXECUTIVE SUMMARY

The West Africa region continues to experience the devastating consequences of two decades of complex emergencies and recurrent natural disasters. One of the poorest regions of the world, its problems are compounded by geographical and logistical challenges, such as large expanses of landlocked areas and extremely poor transportation networks. Poverty, the lack of basic social services, and weak governance have all resulted in extreme vulnerability to recurrent disasters, epidemics, violence, insecurity and population displacements.
