As governments in several Caribbean countries start rebuilding key infrastructure, housing and communities after hurricanes Maria and Irma hit several island nations a month ago, the Government of the People’s Republic of China is supporting efforts to build back better.

Responding to the catastrophic damage left by two back-to-back category 5 hurricanes – the most powerful ever recorded in the Atlantic –the Ministry of Commerce of China has provided funds totaling US$5 million for the United Nations Development Programme (UNDP) to assist communities in post-disaster recovery.

Description of the Disaster

On 6 September 2017, Hurricane Irma, a powerful Category 5 hurricane packing winds more than 185 miles per hour, impacted several eastern Caribbean countries. Irma’s wide band swept over Antigua and Barbuda, Anguilla, Montserrat and Saint Kitts and Nevis, with Barbuda and Anguilla most heavily affected.

Indeed, this visit is a visit of solidarity with the people of Barbuda and Antigua, the people of Dominica, the people of the Caribbean in general. I’ve just witnessed a level of devastation that I have never witnessed in my life.

I have been in areas torn by conflict. In my own country, I have seen earthquakes, I’ve seen storms… I have never seen such a high-level of devastation like the one that I witnessed in Barbuda.

The First Secretary of State, Damian Green, chaired a COBR meeting this afternoon to discuss the Government’s response to Hurricane Irma and preparations for Hurricane Maria.

We remain concerned that Hurricane Maria, which is strengthening as it approaches the Leeward Islands, could hit the UK’s Overseas Territories in the Caribbean already affected as well as Montserrat.

Recently, Hurricane Irma passed through the Caribbean and caused near total destruction on several islands. Barbuda was so damaged that there was a mass evacuation of residents to Antigua, with Prime Minister Gaston Browne referring to the island as “barely habitable.” Reports from other islands affected by Irma were equally distressing.
