EXECUTIVE SUMMARY

Countries of asylum hosting refugees from the DRC have been generous in maintaining an open-door policy and in securing asylum to old and new population groups. Protracted displacement, however, continues to deplete already limited national and local resources. Existing camps and sites in asylum countries are overcrowded. Some 60,000 Congolese refugees have specific needs and problems, a significant proportion are children who are at risk or who require additional support.

Until a few years ago, no one had heard of the Kasai, then one of the most peaceful provinces in the Democratic Republic of the Congo (DRC). Since August 2016 however, this safe haven has become synonymous with atrocities and unspeakable violence. Hundreds of thousands of people had to flee to save their lives; their children were used to fight and kill; and schools and healthcare centres were destroyed, pillaged, or burned.

Luanda - At least 1,430 foreign nationals were expelled out of the country between January 2 and 9 of this year, representing 360 more expulsions compared to the previous week.

1,427 illegal aliens were repatriated by administrative decision, mostly from the Democratic Republic of Congo (DRC) and three by judicial decision.

Depuis le début octobre, les provinces frontalières à l’Angola, notamment le Kasaï, Kasaï Central, Kwango, Kongo Central et Lualaba, ont reçu plus de 670 000 congolais refoulés par les autorités angolaises (sources : OCHA, Caritas, évaluation conjointe UNICEF FAO, AIRD/ UNHCR, ALDI, RHA, ECVM et TPO à Kwango).

Highlights

• WFP’s operational scale-up in six conflict-affected provinces is on track. Between January and November, WFP reached 5 million people, 90 percent of the 5.4 million targeted for food and nutrition assistance in 2018.

• The Ebola outbreak has possibly claimed more than 330 lives in North Kivu and Ituri provinces. WFP is providing food and nutrition assistance and supporting the overall response with logistics, aviation, and information and communications technology.
