Efforts to build lasting peace at regional level involve multiple strata of actors, institutions and processes. Regional organisations that are in search of shared peace and security must take cognisance of the various layers of political and social history of many sovereign states. These bodies must accommodate different economies, legal systems and security capacities, cultures and confl icting interests. Challenges such as these are particuraly acute for new regional institutions, especially when they ambitiously set out to solve newly-defi ned problems.

ACCORD's Angola Country Programme, Building Peace and Democracy in Angola: Enhancing Capacity for Managing Conflict, will host a conflict management and mediation training in Luanda, Angola, from 16-20 October 2006. This activity is part of the overall objective of the Programme to build the capacity of civil society to respond to conflict. The training will include both basic and advanced sessions in conflict management, negotiation and mediation.

ACCORD's Elections Programme will host a three day capacity building workshop for electoral stakeholders in Luanda, from 7-9 June 2006. Approximately 35 electoral stakeholders from government, civil society and the media will be sensitized on their roles and responsibilities in preparation for the elections - with special emphasis on the management of election-related conflicts.

The study is in collaboration with the Japan International Cooperation Agency (JICA) based in Pretoria, South Africa.

The Preventive Action Programme at ACCORD, in collaboration with Angola 2000 and the Development Workshop in Luanda, hosted a training workshop for civil society organisations entitled, Building Peace in Angola: Civil Society and Conflict Prevention, in Luanda from 21 - 25 July 2003. The workshop was the first activity in Angola for the Preventive Action Programme, as well as for the partnership between ACCORD, Angola 2000, and the Development Workshop.
