Introduction by the High Commissioner
The Committee on the Rights of the Child today considered the initial report of Angola on that country's efforts to implement the provisions of the Convention on the Rights of the Child.
Introducing the report was Ana Dias Lourenco, Minister of Planning of Angola, who said the situation for families and children had been exacerbated by the war in Angola which had destroyed the infrastructure and had resulted in major population movement; this had led to the delay in the implementation of Angola's measures to protect the rights of the child.
The Special Representative of the Secretary-General on Human Rights Defenders, Hina Jilani, will undertake a fact-finding mission to Angola from 15 to 24 August 2004 at the invitation of the Government.

The Special Representative is scheduled to visit Luanda, Cabinda and Lubango.
GENEVA, 5 December (UN Information Service) -- The Office of the United Nations High Commissioner for Human Rights (OHCHR) is seeking $54.8 million in contributions to fund activities in the coming year and to continue efforts to strengthen the institution.
My main message to Luanda, during this visit and the short trip I made to the Province of Malange, was the reaffirming of the importance of human rights as a whole, I mean not only civil and political rights but also, obviously economic, social and cultural rights as an instrument, as the vehicle of a new spirit and a new environment of trust in this country, which is fundamental for the strengthening of reconciliation in a country devastated by the war. We must join forces and resources in our effort to create a new environment.
