  • At least 347,100 Congolese have returned from Angola since 1 October 2018, according to the 'Direction Générale de Migration' (DGM) of the Democratic Republic of Congo (DRC). Caritas, which is monitoring the return on the ground, estimates an even higher number of returnees (half a million people). Angolan authorities had set an ultimatum to all persons with an irregular migrant status to leave the country within 15 days, classifying the operation as targeting illegal immigration and illegal exploitation of informal mines.

Angola As of 15 May 2016 the Angola Ministry of Health has reported 2 420 suspected cases with 298 deaths and 736 laboratory confirmed cases in 14 of the 18 provinces.

Democratic Republic of Congo
As of 11 May, DRC has reported 551 suspected cases with 55 deaths and 43 confirmed cases 41 imported from Angola and two autochthonous.

11 May 2016 description

Amid the ongoing outbreak of yellow fever in the Republic of Angola, the European Union has deployed a team of medical experts under the European Medical Corps established earlier this year.

Experts from three EU Member States (Germany, Portugal and Belgium), the European Commission and the European Centre for Disease Prevention and Control will travel to the African country for what will be the first deployment of a public health team under the European Medical Corps.

04 May 2016 description

Since early January, a total of 453 suspected cases of yellow fever, including 45 deaths were reported in DRC. 41 of these cases (originating from Kongo Central province and Kinshasa) have been confirmed by laboratory testing and are all in connection with the outbreak currently occurring in Angola.

The outbreak of yellow fever has been officially declared by the Government on 23 of April and the Ministry of Health is planning to launch a vaccination campaign in 8 health zones in Kinshasa and in Kongo Central.

Countries globally continue to experience the effects of El Niño, which include below average precipitation during the rainy season, more intense cyclones in the northwestern Pacific and potentially more frequent cyclones in the south Pacific over the coming weeks. Droughts in southern and eastern Africa and the Latin America and Caribbean region contribute to a declining food security, nutrition and health situation.

In early 2012, the repartition of the budget between the Humanitarian Aid Budget Line and the Food Aid Budget Line was reconsidered in order to fund the Actions' proposals which were submitted to DG ECHO. A transfer of EUR 0.5 million from the Humanitarian Aid Budget Line to the Food Aid Budget Line was decided. The total allocation of the HIP remained at EUR 10 million with EUR 6.5 million from the Humanitarian Aid Budget Line and EUR 3.5 million from the Food Aid Budget Line.

Despite its abundant resources and a visible degree of political stabilisation, the Democratic Republic of Congo (DRC) is among the world's poorest countries, being ranked at 168 out of 182 countries in the 2010 Human Development Index. In the Global Needs Assessment (GNA) vulnerability index and Crisis index, it has one of the highest ratings; Gross Domestic Product per capita in 2008 was estimated at USD 300, a 57% drop since 2007.

Over the past 50 years there have been significant population movements throughout the Great Lakes region and in and out of DRC (Democratic Republic of Congo), largely as a result of the Rwandan genocide, the conflict in Burundi and the instability over the past 50 years in many parts of DRC. As a consequence these countries in the Great Lakes region host a total refugee population of 374,700:

The European Commission has allocated €500,000 for emergency measures aimed at preventing the spread of the Marburg virus in Angola. The province of Uige in the north of the country has been struck by a serious outbreak of the deadly haemorrhagic disease which has a mortality rate of more than 90%. The aid is being provided through ECHO, the Commission's Humanitarian Aid department, which comes under the responsibility of Commissioner Louis Michel.
