Executive Summary

According to the Intergovernmental Panel on Climate Change, climate change will disproportionately affect the most vulnerable populations in the developing world. Rising temperatures, increasingly severe floods and droughts, and sea-level rise threaten economies that are reliant on agriculture, in countries whose governments lack adaptive capacity, and in areas where populations have little access to healthcare and education.

• Au Sud-Kivu, 5.042 réfugiés rwandais ont été enregistrés au cours d'un exercice de recensement effectué avec la Commission Nationale pour les réfugiés dans six territoires (Kabare, Kalehe, Mwenga, Shabunda et Walungu). 56% sont des femmes, 33% des enfants âgés de 5-17 ans. Les territoires de Shabunda/Bakisi, Mwenga/Itombwe et de Kalehe/Bahavu ont enregistré les chiffres les plus élevés de réfugiés. 74% des 5.042 interrogés ont indiqué leur intention de vouloir retourner chez eux.

UNHCR operational highlights

• In South Kivu, a total of 5,042 Rwandan refugees have been registered during the census exercise conducted with the National Commission for refugees in 5 territories (Kabare, Kalehe, Mwenga, Shabunda and Walungu). Among them, 56% are women, 33% are children aged 5-17 years. Shabunda/Bakisi, Mwenga/Itombwe and Kalehe/Bahavu Territories have registered the highest refugee figures. Some 74% out of the 5,042 interviewed indicated their intention to return home.

Luanda - At least 1.491 people are homeless in Negage City, following the heavy rains that hit the northern Uige Province, a religious delegation noticed.

The religious team belongs to the Evangelic Reformed Church of Angola (IERA), who travelled to the region to learn about the situation following the rains.

The dislodged people are living in residences of family, friends and neighbours.

"The hail rain also damaged several plantations, having destroyed great areas of cultivation (…)”, he said.

Ondjiva – Over 4 million square metres of land were demined in the southern Cunene Province, throughout the year 2011, by the National Demining Institute (INAD), the provincial head of the mentioned organ, Pedro Severino Seteco, has announced.

He said that the clearance activity took place on the land reserve of Ombadja.

Pedro Seteco also mentioned the conclusion of the demining process on 82 kilometres of the Xangongo/Onassalama road, located inland Ombadja Municipality.

Luanda – About 200 kilometres of the road section that connects Caxito District (Bengo Province) with Nzeto District (Zaire Province) are being demined by operators linked to the Executive Demining Commission.

These works are aimed at building a motorway that will facilitate the flow of people and goods in that national road, as revealed on Thursday by the engineering of the undertaking and director of the National Demining Institute (INAD), Leonardo Severino Sapalo.

Kuito - At least 1,566 people are homeless since January until the present date, in Bié, due to the fall of their residences, following the heavy rains that hit the region, Angop has learnt.

This was announced on Thursday here by the spokesman of the fire department, Vasco Chioca, who added that 10 people died and three others are injured.

The rains also destroyed two communal administrations, two hospitals, 21 schools, 15 churches, a store house from the agriculture sector and seven shops.

Huambo – At least 37,098 children will enter the education system for the first time in 2012 in central Huambo province, as a result of Government’s effort to gradually reduce the number of kids out of school.

The information was released Tuesday in Huambo by the head of the Education sector in the province, Manuel Sampaio do Amaral.

According to the official, 655,993 students will be enrolled next year, against the 618, 895 that attend school this academic year in the three sub-systems of education.

Sumbe - At least 4.737 square metres of land were cleaned in Kwanza-Sul Province, by the National Institute of Demining (INAD), throughout the year 2011, ANGOP has learnt.

This was said by the information official with the Inter-provincial Commission of Demining and Humanitarian Assistance in Kwanza-Sul, Jorge da Costa Pombo, while making a balance of the activities carried out this year.

Après avoir été exempt de polio pendant cinq ans, le pays a été réinfecté en 2006 et, depuis, l'engrenage tourne. Cette année, quatre-vingt-huit cas ont été rapportés.

Luena - Ten families from the 121 Angolans that returned from the Republic of Zambia this month and who are still at the shelter centre of Luena (eastern Moxico province), on Friday received assorted foodstuff donated by militants of JMPLA (youth wing of the ruling MPLA party).

The donation is one two tonnes of products such as mealie meal, cooking oil, rice, salt, spaghetti, beans, cool drinks, juice, used clothes, among other consumption goods.

Dundo – Over a hundred cases of cholera were recorded in the first fortnight of December, in Lucapa Municipality, north-eastern Lunda-Norte Province, informed last Friday in Dundo locality governor Ernesto Muangala, at a yearend greetings ceremony.

The governor stated that the situation worried the executive, reason why it has to take extra preventive measures to stop the spread of the disease.

Kuito - The government of central Bié province announced that it will spend in 2012 an amount of AKz 264 million kwanzas in Water for All project, with a view to improve the water supply system for the local residents.

According to the provincial governor, Álvaro Manuel de Boavida Neto, the above amount will be used in construction of abstraction, treatment and distribution of water system, as well as drilling water points and repair of pumps with cranks, among other actions.

Dundo - More than 100 cases of cholera were registered during the first fortnight of December, in the district of Lucapa, north-eastern Lunda Norte province, the local governor, Ernesto Muangala, informed on Friday in the city of Dundo during the year's end greetings ceremony.

The official asserted that the situation is of great concern to the government, which should take the necessary preventive measures and, therefore, every effort is being made to curb the disease.

He explained that the outbreak has already claimed various lives in a period of 15 days.
