Global Environment Facility approves $179 million to support FAO-led projects

14 June 2019, Rome - FAO today welcomed a decision by the Council of the Global Environment Facility (GEF) to provide $179 million to support the UN agency's work with countries worldwide at the critical nexus between agriculture and the environment. This includes projects focussed on biodiversity conservation, transboundary water resources management, sustainable land management, highly hazardous pesticide remediation, and climate change adaptation.

The Global Humanitarian Overview published on 4 December announced funding requirements of $21.9 billion for 21 Humanitarian Response Plans and the Venezuela Regional Refugee and Migrant Response Plan. By the end of May, the requirements had reached $26.42 billion. The change in requirements since last month is mainly due to the finalization of the Sudan HRP ($1.15 billion) and a $103.7 million increase for Mozambique.

As of 30 April 2019, 849,662 Congolese refugees are being hosted in African countries. From 1 January to 30 April 2019 alone, some 32,570 Congolese fled to neighboring countries, with a significant increase in refugee flows to Uganda.

UNHCR together with 56 humanitarian and development partners launched the 2019-2020 Regional Refugee Response Plan (RRRP) on 11 December 2018 for US$743 million to help respond to the needs of Congolese refugees in Africa.

Highlights

  • The ongoing Ebola outbreak in the Democratic Republic of the Congo (DRC) continues to threaten neighbouring countries including Uganda, Burundi, Rwanda, South Sudan, Tanzania and Zambia. UNICEF continues to play a key role in the UN wide Ebola prevention and preparedness response, reaching more than 65,000 people with key Ebola messages and EVD prevention supplies.

Nigeria and the western Gulf of Guinea region continue to receive limited rainfall

  1. Continued belowaverage rainfall and high temperatures have strengthened dryness in South Sudan, Ethiopia, Uganda, Kenya, Somalia, and Tanzania.

  2. Below-normal rainfall since April has led to significant early-season deficits and abnormal dryness.

  3. Heavy rainfall along the coast of Tanzania has caused flash flooding in Dar es Salaam. Heavy rainfall is forecast to continue next week.

Abnormally dry conditions develop in Nigeria following another week of below-average rainfall

  1. Rainfall deficits since the beginning of the southern African monsoon have negatively affected many countries in the region, including southern Angola, northern Namibia, southern Zambia, and northern Zimbabwe.

  2. Continued below-average rainfall and high temperatures have strengthened dryness in South Sudan, Ethiopia, Uganda, Kenya, Somalia, and Tanzania.

• The 2018/19 season, the driest season since at least 1981 in central and western parts of the region, was marked by delayed and erratic onset of rains, midseason dry spells, and early cessation of rains. From October 2018 to early April 2019, parts of southern Angola, northern Namibia, southern Botswana, northern South Africa, southern Zambia and northern Zimbabwe registered significantly below average rainfall (50%~ below average, Figure 1).

Highlights

In line with seasonal trends, national average maize prices in most countries in the southern Africa region were on an upward trend in February and March, before the beginning of the main harvest season.

Regional maize supply for the 2019/20 marketing season is expected to be tight owing to lower harvests in key producing countries such as South Africa and Zambia. The latter saw maize price spikes in multiple markets in March, and an export ban on maize grain and meal has been in effect since mid-April.
