An estimated 360,000 Congolese have crossed the border from Angola and back into DR Congo during October. Most of them are arriving to Kasai, where the influx aggravates an already dire humanitarian crisis and risks fuelling new conflicts, warned the Norwegian Refugee Council (NRC). "The expulsion of Congolese from Angola over the course of the last month is truly shocking and risk further destabilizing the situation in Kasai," said Ulrika Blom, NRC DR Congo Country Director.

The Great Lakes region of central and eastern Africa has been torn apart by conflict for more than a decade. The region's wars have resulted in, and have been further propelled by, massive population movements. For example, one of the largest and fastest population flows in recent history followed the 1994 genocide in Rwanda which claimed nearly a million lives. This unprecedented flow included armed actors and those who had committed serious human rights abuses, amid throngs of genuine refugees.

Background and causes of displacement

The post-independence war (1974-1992) was a proxy Cold War battlefield in which the two major national groups, MPLA (Popular Movement for the Liberation of Angola) and UNITA (National Union for the Total Independence of Angola) were supported by the Soviet Union and the United States respectively. In 1992, the UNITA rejected the results of multi-party elections won by the MPLA, and war resumed until the signing of the Lusaka ceasefire protocol in 1994.

The Norwegian Refugee Council (NRC) has been put in charge of organising the repatriation of refugees from DR Congo to Angola. In collaboration with the United Nation High Commissioner for Refugees (UNHCR), NRC will repatriate almost 80 000 returnees within the next two years.

The Norwegian Refugee Council has the following goals for its work in Angola:

  • Facilitate the return/repatriation/resettlement of refugees and IDPs in northern (Provinces of Uige and Zaire) and Southern (Provinces of Huila and Cuando Cubango) Angola

  • Strengthen the protection and living conditions of internally displaced and returnees who for different reasons can not return to their areas of origin in the short run, focusing on durable solutions also for this group.
