Seasonal rainfall deficits continue to strengthen across the Greater Horn of Africa

  1. Seasonal rainfall deficits since October have resulted in significant dryness across Angola, Namibia, Zambia, and Zimbabwe.

  2. Continued below-average rainfall and high temperatures have strengthened moisture deficits in South Sudan, Ethiopia, Uganda, Kenya, Somalia, and Tanzania.

Highlights

Almost half of the countries in Eastern and Southern Africa region (ESAR) have been affected by cholera outbreaks since the beginning of 2019. More than 8,258 cholera / AWD cases including 29 deaths have been reported in 10 countries in the region, with an average Case Fatality Rate of 0.4%, since the beginning of 2019. These countries include; Angola, Burundi, Kenya, Malawi, Mozambique, Tanzania, Somalia, Uganda, Zambia and Zimbabwe. Mozambique accounts for 69.5% (5,656) of the total case load reported this year, followed by Kenya at 16.3% (1,350).

Refugees

■ As of 15 March 2,060 South Sudanese refugees had been relocated to Biringi settlement since February. Most of them had arrived during an influx in the first half of February, while some had also stayed along the border for years and complied with the authorities’ request to move further inland.

■ Due to strong wind, on 9-10 March, 222 refugee shelters were destroyed at Mole camp, Sud Ubangi Province, home to almost 15,000 Central African refugees. There is a need to rehabilitate these structures to avoid promiscuity in the camp.

Highlights

Approximately 3,385 cholera / AWD cases including 19 deaths have been reported in 10 out of the 21 countries in Eastern and Southern Africa Region (ESAR); with an average Case Fatality Rate of 0.6%, since the beginning of 2019. These countries include; Angola, Burundi, Kenya, Malawi, Mozambique, Tanzania, Somalia, Uganda, Zambia and Zimbabwe. Kenya accounts for 35.4 % (1,198) of the total case load reported this year, followed by Mozambique at 31% (1,048).

In early February, clashes in South Sudan led to a new influx of refugees into DRC, particularly in the Kakwa and Kaliko chiefdoms in Aru Territory, Ituri Province.
Arrivals of Central African refugees slowed down compared to January. In February, 30 crossed into Ndu, Bas Uele Province, in addition to 235 who crossed in January.
UNHCR’s cash assistance for IDPs, returnees and refugees in DRC grew considerably in 2018, with USD 3.4 million spent. This is a 261% increase from 2017 and an 882% increase from 2016.

The opening of three permanent schools took place in the Lóvua Settlement.

  2. Tropical cyclone Idai has caused widespread flooding in Mozambique and Zimbabwe. Above-average rainfall is expected to continue into next week, sustaining flood risk in already affected areas.

  3. Below-average rainfall since mid-February has caused dryness in Ethiopia.
