  • A continued absence of rainfall across northern Ethiopia expected to adversely affect crop and pastoral conditions.
  • Largely suppressed early season rains observed during the 2nd dekad of April over much of West Africa.

1) Since late December, an unseasonable distribution of monsoonal rainfall has resulted in anomalous dryness and poor ground conditions unfavorable for crops across several local areas in southern Angola, Namibia, Botswana, Zimbabwe, Lesotho, and South Africa.

During the last few days Angolan security forces have arrested and arbitrarily detained several African nationals who they also subjected to cruel and inhuman treatment. Our organisations condemn these serious violations of migrants’ human rights and urge the Angolan authorities to put an end to this violence and to respect the international and regional legal instruments that Angola has ratified, and also draw the attention of the home countries of these migrants to the gravity of the situation.

Tout en condamnant ces graves violations des droits humains des personnes migrantes, nos organisations exhortent les autorités angolaises à faire cesser ces exactions, conformément aux instruments juridiques internationaux et régionaux des droits humains ratifiés par l’État angolais ; et attirent l’attention des États africains dont sont originaires les migrants sur la gravité de la situation.

Regional Update (updated 16 of May 2014)

Despite an erratic and delayed start of season, the overall regional perspective reflects that the 2014/15 consumption season in terms of cereals supplies is much better than last year’s with bumper harvests being recorded in Zambia, South Africa and an improvement in Zimbabwe compared to last season.Malawi and Mozambique are expecting good production despite late onset of rains and localized mid-season dryness. Angola and Namibia were more negatively affected by adverse weather conditions during the season.

REGIONAL HIGHLIGHTS

· Good rains received in December and early January significantly reduced earlier rainfall deficits experienced in the central parts of the region. Although much later than normal, rains were finally received in southern Malawi, parts of eastern Zambia, and central/northern Mozambique, thus enabling the planting of crops. Poor rainfall continues to negatively affect drought-stricken parts of southwestern Angola.

Regional Summary

♦ The Regional cereal harvest for 2013 is estimated at 35.11 million tonnes, representing a 0.2% increase over the 35.02 harvested in 2012. However, this year’s estimated Regional cereal production is 5% above the average Regional cereal production for the last five years (Table 1).

♦ The Region (excluding DRC, Madagascar and Seychelles) has recorded an overall cereal deficit of 3.93 million tonnes, which is almost equal to the 3.98 million tonnes deficit recorded during the 2012/13 marketing year (Table 3 & 4)

Commission Implementing Decision

21/12/2012 - The European Commission is allocating €15 million from the 10th European Development Fund (EDF) to help the most vulnerable people affected by persistent drought in the Southern African countries of Angola, Lesotho, Malawi and Zimbabwe. The new funding brings the Commission's humanitarian aid in the region to €33 million for this year.

The United Nations and its humanitarian partners launched a Flash Appeal on 28 September in response to the dire food security situation in Lesotho. The appeal seeks $38.46 million to address the needs of the most vulnerable people affected.

REGIONAL SUMMARY

♦ 2012 SADC cereal production down by 7% … Revised estimates indicate a 2012 cereal production of 31.47 million tonnes, which represents a 7% drop over the 2011 harvest of 33.81 million tonnes. However the current production is 2% above the 5-year average of 30.78 million tonnes.(Tables 1)

In southern and central Malawi, it is estimated that 1.63 million people (11% of the population) are food insecure, and will require support for 3 to 8 months.

MADAGASCAR:
A mutiny by a group of military personnel occured in the early hours of 22nd July 2012 at a camp near the Antananarivo airport.

ANGOLA:
An estimated 366,780 households (1,833,900 people) are expected to be affected by drought, and an estimated 533,000 children under age 5 could be affected by various levels of malnutrition.

Benguela – The Lwini Foundation’s aid raising campaign in favour of the people of Somali currently faced with a severe drought and 750,000 people threatened with death by the end of this year due to hunger started Tuesday in central Benguela province, Angop learned.

Called “Be in Solidarity”, the campaign is intended to raise aid for the Somali people faced with a severe food crisis.

Luanda - Angola will contribute with USD five million in the campaign to help people in the Horn of Africa affected by hunger and drought.

This announcement was made this Friday, in Addis Ababa, Ethiopia, by the Angolan Foreign Affairs minister, George Chicoti.

George Chicoti, who represented the Angolan head of State, José Eduardo dos Santos, in the Donors Conference for the countries of the Horn of Africa affected by drought and hunger, said that the Angolan Government is following with sadness and worry the situation facing the people in that region of the continent.
