The month of October saw the highest number of Start Fund awarded responses in one single month. From awarding responses to cross-border displacement in Ecuador and Peru to anticipating a volcanic eruption in the Democratic Republic of the Congo (DRC) it was the highest alerting and activated month in the history of the Start Fund, where 13 alerts from 15 were activated. In comparison, the previous highest alerting month which was August 2016 had 11 alerts, of which 7 were activated.

INTRODUCTION

The Contingency Fund for Emergencies (CFE) has been a gamechanger for WHO. It allows WHO to respond rapidly to disease outbreaks and health emergencies - often in 24 hours or less. This saves lives and helps prevent unnecessary suffering. Furthermore, a quick response dramatically reduces the costs of controlling outbreaks and emergencies, as well as the wider social and economic impacts.

Malanje - At least 306 people have made homeless as result of devastating floods in the municipalities of Calandula and Luquembo, northern Malanje province, on 15 - 22 October, fire-fighters have said.

The floods destroyed 36 homes, a primary school and two churches, according to a weekly report.

On the other hand, the Firefighters have extinguished two small fires, caused by the short-circuit and gas leakage.

AID GROUPS SUSPEND WORK OVER INSECURITY

Six aid organizations have suspended operations following a series of attacks in late September in Bol and Baga-Sola areas of the western Lac region. Thirteen people were killed and five kidnapped in seven separate attacks.
The assailants also stole cattle and other property. The surge in attacks is likely to further restrict humanitarian access. The Multinational Joint Task Force is reinforcing presence to counter the armed raiders.

Highlights

• 39,352 children under the age of 5 have been screened for malnutrition and 3,450 were admitted for severe acute malnutrition (SAM) treatment in July in UNICEF-supported outpatient and inpatient treatment centers in drought affected areas and Lunda Norte.

• 1,000 mobilizers were trained on cholera prevention in Luanda’s cholera affected communities, reaching over 23,000 people per day through door-to-door visits.

Will an El Nino take place?

Current forecasts of Eastern Pacific sea surface temperatures (SST) and expert judgement point to a significant likelihood of an El Nino materializing: currently this stands at 50-55% chance of it happening in the northern hemisphere Autumn and 65-70% chance of it developing in the coming Winter.

How long is it likely to last?

Judging from the forecasts for how SST are likely to evolve, this El Nino, should it materialize, is likely to be relatively short and over by mid 2019.

Luanda - The reforestation of eucalyptus trees in Luanda's urban district of Rangel can help combat groundwater, avoiding floods and damage caused by this phenomenon, environmentalist Simão dos Santos said Monday.

Speaking to the press on the sideline of the launch of the environmental education project "Community without garbage, more health", held in Luanda, the environmentalist stressed that among the specificity of eucalyptus is the ability to absorb 200 liters of water per day.
