The “third struggle” for freedom in Africa

When the Universal Declaration of Human Rights was adopted by the UN in 1948, much of Africa was still in its first struggle for liberation from colonial rule. Only three African countries were present at the UN for the vote: Egypt, Ethiopia and South Africa. Apartheid South Africa abstained.

INTRODUCTION

The Contingency Fund for Emergencies (CFE) has been a gamechanger for WHO. It allows WHO to respond rapidly to disease outbreaks and health emergencies - often in 24 hours or less. This saves lives and helps prevent unnecessary suffering. Furthermore, a quick response dramatically reduces the costs of controlling outbreaks and emergencies, as well as the wider social and economic impacts.

Highlights

10 out of the 21 countries in Eastern and Southern Africa Region (ESAR) have reported more than 36,820 cholera / AWD cases and 433 deaths (Case Fatality Rate, 1.2%), since the beginning of 2018.

These countries include; Angola, Kenya, Malawi, Mozambique, Rwanda, Somalia, Tanzania, Uganda, Zambia and Zimbabwe. Zimbabwe accounts for 28.6 % (10,529) of the total case load reported this year, followed by Somalia at 17% (6,273).

87,051 refugee returnees (2014 - 2018)

This figure includes voluntary repatriation from Kenya (82,840) and Assisted Spontaneous return from Yemen (3,053) as well as 1,158 returns from other countries such as Djibouti (696), Libya (353), Sudan (64), Eritrea (34), Pakistan, Gambia, Angola, Cambodia and others. Somali refugees from these or other countries who return spontaneously without assistance from the UNHCR are not included.

Eastern and Southern Africa is home to more than 60 per cent of children and adolescents living with HIV. This is the region where most progress in the HIV response has been made. Coverage of maternal antiretroviral treatment for pregnant and breastfeeding women living with HIV reached 93 per cent in this region in 2017. Sustaining these gains and continuing to reach children, adolescents and women at risk and living with HIV is critical. In 2017, an estimated 120,000 adolescents aged 10–19 years and 94,000 children aged 0–9 years were newly infected with HIV.

As of 31 October 2018, 781,917 Congolese refugees are being hosted in African countries. From 1 January to 31 October 2018 alone, some 147,750 Congolese fled to neighboring countries, with a particularly significant increase in refugee flows to Uganda, Burundi and Zambia.

UNHCR together with 43 humanitarian and development partners launched the revised Regional Refugee Response Plan (RRRP) on 17 July 2018 for $547 million to help respond to the needs of Congolese refugees in Africa.

Highlights

In most countries across southern Africa, national average maize prices currently remain below 5 year average (5YA) levels. The exception to this is Zambia, where in September, the national average maize price was 5 percent above the 5YA.

Markets in Zambia appear to be experiencing stress earlier this year, and in mid-October, the Zambian Government imposed temporary restrictive measures on the exportation of maize grain/ meal products to help secure national strategic reserves.

En octobre 2018 l’Angola a entrepris l’expulsion des migrants se trouvant sur son territoire contribuant au refoulement de près de 362 097 congolais entre le 1er octobre et le 10 novembre. La majeure partie de ces personnes ont été expulsées vers le Kasaï en République Démocratique du Congo, province affectée en 2016 par un violent conflit ayant entrainé la dégradation d’une situation sanitaire et sociale déjà difficile.

99,3% des réfugiés en RDC vivent dans des zones rurales, et 74% des réfugiés sont installés hors camps ou sites de réfugiés.

27.177 réfugiés sont rentrés volontairement de la RDC dans les trois dernières années. La majorité d’entre eux étaient des réfugiés rwandais dont le HCR a facilité le retour.
