GUNMEN AMBUSH FOOD AID CONVOY

Armed attackers on 25 October accosted a food aid convoy from the capital Bangui to Paoua town in the north-west and robbed the truckers of their belongings. The convoy managed to reach its destination despite the ambush, the eighth of its kind in the area since the start of the year. Attacks on aid workers and humanitarian operations are recurrent in several parts of the country where armed groups operate.

Inter-communal violence threatens civilians in northern Nigeria

On Sunday, 21 October, government authorities in Nigeria’s northern Kaduna State deployed a “Special Intervention Force” and imposed a 24-hour curfew in the region. The curfew was in response to inter-communal violence that erupted over the weekend in Kaduna city, just days after 55 people were killed during clashes in the town of Kasuwan Magani.

Cette population est composée de 36,82% de Congolais (RDC), 26,56% de Tchadiens, 16,96% de Sud Soudanais, 17,08% de Soudanais et 2,59% des autres nationalités. Elle est composée à 51,12% de femmes et 48,88% d'hommes. Les enfants représentent 55,0% contre 41,7% d'adultes et 3,2% de personnes âgées. 42,56% des réfugiés sont dans la Préfecture du Haut Mbomou, 24,47% dans Bamingui-Bangoran, 18,17% à Bangui, 14,54% dans la Ouaka, et 0,26% dans la préfecture de Mbomou.

During the reporting period, the United Nations Standing Advisory Committee on Security Questions in Central Africa held two ministerial meetings. The forty-third meeting was held in Sao Tome from 28 November to 1 December 2016 and the forty-fourth meeting was held in Yaoundé from 29 May to 2 June 2017. Both meetings were organized by the United Nations Regional Office for Central Africa (UNOCA), in its capacity as secretariat of the Committee.

YAOUNDE, 13 February 2017 – Collective action by regional organisations is a key means to help countries reduce their risk of disasters, and the Economic Community of Central African States is stepping up its efforts to rein in the impact of hazards amid rising pressure from climate change.

The ECCAS secretariat, plus its 11 member states and partners have together set out a disaster risk management and climate change action plan to be implemented over the course of this year.

ECCAS' ambitious plans, state-focused structure and militaristic approach may be undermining its ability to address regional peace and security crises.

The Economic Community of Central African States (ECCAS) has a long way to go in preventing regional crises. Many challenges remain in making the infrastructure (especially the Central African Early Warning Mechanism and the Central African Multinational Force) operational and effective, and there is a gap between ambition and reality.

The signature took place in the presence of Ministers and representatives of the Central African region, the Secretary General of the Economic Community of Central African States (ECCAS), and the President of the Commission for Economic and Monetary Community of Central Africa (CEMAC).
