September 2007 - Internally displaced persons (IDPs) were central to the humanitarian reform initiated by Jan Egeland, then-Emergency Relief Coordinator in 2005. It was widely recognized that the collaborative approach which had been developed to assign institutional responsibilities for IDPs was not working. Humanitarian reform was intended to "fill the gaps" in humanitarian response - particularly for IDPs -- but over time it became something else.

The Office for the Coordination of Humanitarian Affairs (OCHA) is pleased to acknowledge the receipt of nine new contributions totalling $138,956,623.78 as of 2 May. The contributions were made by Antigua and Barbuda ($5,000), Azerbaijan ($20,000), France ($1,263,800), Liechtenstein ($123,243.78), Netherlands ($53,300,000), Portugal ($268,540), South Africa ($240,000), Sri Lanka ($10,000) and the United Kingdom ($83,726,040). Furthermore, Pakistan pledged 20,000 for 2007.

ROME - The United Nations World Food Programme (WFP) welcomes the continuing support of the Federal Government of Germany with new contributions totalling €22.55 million from the Federal Ministry for Economic Cooperation and Development (BMZ).

WFP's new Executive Director, Josette Sheeran, and Ambassador Hans-Heinrich Wrede, Germany's Permanent Representative, signed a contract in Rome today.

KENYA: SOMALI REFUGEES SEEK ASSISTANCE IN NAIROBI

Increased numbers of refugees have begun arriving in Kenya since fighting flared up between the Somalia Islamic Courts Union (SICC) and the Transitional Federal Government of Somali. In September alone an average of 300 refugees crossed the border daily.
