En el origen del proyecto que ha dado lugar a la creación del Observatorio de la Acción Humanitaria percibíamos la necesidad de hacer un seguimiento estable de la acción humanitaria en nuestro país, compartiendo un sentimiento muy extendido por aquellos que buscan la mejora del trabajo solidario a través de la reflexión, la discusión franca y la crítica (y autocrítica). Con esa intención los Informes anuales, iniciados con el análisis de 2003, pretenden ir cubriendo ese hueco, con clara vocación de permanencia y de apertura a la colaboración con la comunidad humanitaria española.

El "Barómetro" es un informe trimestral editado en castellano y en inglés por la Unidad de Alerta de la Escola de Cultura de Pau de la Universidad Autónoma de Barcelona, que analiza los acontecimientos ocurridos en el mundo a lo largo del trimestre (julio-setiembre 2006) a través de ocho apartados: conflictos armados, tensiones, procesos de paz, rehabilitación posbélica, crisis humanitarias, desarme, derechos humanos y Derecho Internacional Humanitario y dimensión de género en la construcción de la paz.

Foreword

No child should have to pay the price for adults' wars, but increasingly they do. Millions of children are killed, millions more are injured, and millions spend their entire childhood in camps and other temporary shelters. Children cannot wait for conflict to end before we begin to address their educational needs. It is shameful that, in 2006, there are still 115 million children around the world who are denied their right to primary education. It is even more disturbing that one-third of these children are being kept out of school because of the effects of conflict.

New research from Save the Children reveals the devastating consequences of armed conflict on education in thirty countries . Schools are destroyed or commandeered by armed forces, teachers are killed or flee to escape the violence, children can be recruited and forced to fight, and are more vulnerable to abuse and exploitation.
