Thematic Debates Held on Children and Armed Conflict, Situation of Africa and Post-Conflict Peace-Building

As the Security Council pursued its mandate of securing, establishing and maintaining global peace and security, several issues in 1999 took prominence, among them, the Kosovo conflict in the Federal Republic of Yugoslavia; the question of East Timor, which had remained on the Council's agenda since the 1970s; the conflict in Sierra Leone; and the long-running civil war in Angola, which remains without resolution to date.

"For the first time, human induced disasters such as civil strife and economic crises have more effect on food shortages than nature-induced crises," said Dr. Hartwig de Haen, Assistant Director General of FAO.

The Secretary-General's report to the Security Council on Libya's compliance with the provisions of relevant Council resolutions, presented three months after the suspension of sanctions, had led to only one conclusion -- that Libya had fulfilled all its obligations under the Council resolutions, the Permanent Representative of Libya told the General Assembly this afternoon as it continued it general debate.

The outlook for 1999 cereal production has improved slightly since June, due mainly to better crop prospects in Asia and North America. World production, however, will not be sufficient to meet anticipated consumption requirements and global stocks will need to be drawn down.
