To mark the 60th anniversary of the UN Convention relating to the Status of Refugees, this special issue of Disasters features a selection of the most relevant and original articles about refugee and displacement issues published by the journal over the past 35 years.

These articles provide a rich source of informed thinking on humanitarian responses to the needs of populations fleeing persecution, war and disaster, with much to contribute to our understanding of refugee and displacement crises past, present and future.

Following the famine in Somalia, this virtual issue of Disasters brings together a number of seminal articles on previous famines in the Horn of Africa and elsewhere. The collection includes articles by world class scholars on early warning systems, targeting of emergency food aid, effectiveness of famine response, interface between war and famine, malnutrition, disease and mortality in times of famine and discussion of the definition of 'famine'. It is hoped that this rich literature, spanning almost 30 years, can be of help in informing the current response.

This sixth edition of the Yearbook of Peace Processes analyses conflicts in which negotiations are being held to reach a peace agreement, regardless of whether these negotiations are formalised, are in the exploratory phase, are faring well or, to the contrary, are stalled or in the midst of crisis. It also analyses some cases in which negotiations or explorations are partial; that is, they do not include all the armed groups present in the country (such as the case of India, for example).

United Nations appeals for $498 million to address the challenge in 29 countries

GENEVA - Mine action initiatives in 29 countries, territories or peacekeeping missions will cost $498 million in 2011, according to the 14th edition of the annual Portfolio of Mine Action Projects, released today by the United Nations in Geneva.

The portfolio is an annual snapshot of the impact of landmines and explosive remnants of war in countries or territories with mine action programmes.

Milestone Convention continues to be a guiding light for the global disarmament movement.

NEW YORK, New York, March 1, 2011- Twelve years ago, the milestone Convention on the Prohibition of the Use, Stockpiling, Production and Transfer of Anti-Personnel Mines and on Their Destruction entered into force. Since the Convention's inception, 156 countries have become States Parties.

The Mine-Ban Convention commits member states to prevent future landmine contamination and to work to solve the existing landmine problem.

Protracted conflicts

Can you get used to living with war? Probably, in the same way that you can somehow get used to living with physical pain, with constant stress, with disturbing noises. You get used to it, you bear with it in silence, because you have no other choice. You don't know of any alternative.

One thing is for sure: the surrounding world can "get used" to protracted conflict. The international community, the media, the aid organisations - they can all turn a blind eye and a deaf ear to suffering that does not have any news value.

Korab Mula (27) from Albania lost his two arms and injured both legs when he stepped on a mine and then fell on another one in June 2000. With international assistance, he was fitted with conventional prosthetic arms, but they give him problems and he cannot use them which has caused him to feel dejected and depressed. Only with more advanced electronic prostheses, which are not available in Albania, does Korab stand a realistic chance to train up for a job, and even get married.

In brief

Programme purpose: To increase the capacity of the International Federation to assist National Red Cross and Red Crescent Societies to reduce the number of deaths, injuries and impact from disasters through the provision of timely and adequate financial support for disaster response from the Disaster Relief Emergency Fund (DREF).

Programme summary:

During the first six months of the year, the DREF allocated a total of CHF 7,484,779 in 49 different allocations to 32 Red Cross Red Crescent National Societies.
