OVERVIEW

  • Many countries across the African continent face recurrent complex emergencies, frequent food insecurity, cyclical drought, and sudden-onset disasters, such as earthquakes, floods, and storms. In FY 2017, USAID/OFDA continued to respond to urgent needs resulting from disasters and support DRR programs that improve emergency preparedness and response capacity at local, national, and regional levels.

1,757 individuals, 424 households, were successfully relocated to Lóvua. They received tents and moved to allocated plots. 5,907 persons are currently living in Lóvua.

32 unaccompanied and separated children were relocated to Lóvua settlement. They will be progressively integrated into identified and trained foster-care families.

Eight of the 30 km main access road in Lóvua settlement has been opened and compacted.
Stone pitching / stone masonry will start next week which will enable the completion of new villages.

1. EXECUTIVE SUMMARY

Southern Africa continues to recover from the 2015/2016 El Niño-induced drought, which by January 2017 had affected about 41 million people across the Southern Africa Development Community (SADC)1. The substantial government- and SADC-led response, supported by $900 million from the international humanitarian community2, empowered farmers to take advantage of a good 2016/2017 rainfall season, delivering an April 2017 cereal harvest 3 per cent above the 5-year average.

633 individuals, 121 households, were successfully relocated to Lóvua. They received tents and moved to their allocated plots. A total of 4,132 persons are currently living in Lóvua.
The Super Cereal and Super Cereal Plus programme is reinforced with nutrition education, including daily cooking demonstrations.
Refugees benefited from psychosocial support. Children attended group activities with sensory and cognitive stimulation, creativity, reward, and stress management.

This crisis rarely reaches the international headlines so I am grateful for the opportunity to brief you on the growing humanitarian crisis in the Democratic Republic of the Congo. My main message today is that we can no longer deal with this crisis on a business-as-usual basis. The scale and scope of the humanitarian crisis has far surpassed what we estimated or planned for this year.

Abidjan, 16 November, 2017 - A newly released nutrition report by the World Health Organization (WHO) Regional Office for Africa has revealed that undernutrition is still persistent in the region and the number of stunted children has increased. The Africa Nutrition Report, launched today in Abidjan, Ivory Coast also indicates that a growing number of children under five years old are overweight.

The Government of Angola announced 31 December 2017 as the new deadline for the relocation of refugees from Cacanda centre to Lóvua settlement.

The emergency shelter design was reviewed and upgraded in line with the new deadline to relocate refugees from Cacanda reception centre to Lóvua settlement.

410 smart solar LED streetlamps will be installed in Lóvua settlement, decreasing protection risks such as SGBV.

The Minister for Welfare, Family and the Promotion of Women provided 400 tents to the provincial government to support the relocation of refugees from Cacanda to Lóvua.
Seminars on refugee rights and obligations were conducted at Lóvua, Cacanda, Dundo and at the Provincial Police Command, with the participation of the Provincial General Attorney.
The Provincial Governor of Lunda Norte announced 31 March 2018 as the deadline for the relocation of refugees from Cacanda centre to Lóvua settlement.

Heavy machinery has arrived in Lóvua to open primary and secondary roads. The site development will continue with the clearance of new villages.

Government and humanitarian partners agreed that refugees in Lóvua will be provided with more land to enable larger production and income opportunities.

On Monday 16 October 2017 the Council adopted the EU Annual Report on Human Rights And Democracy in the World in 2016.

2016 was a challenging year for human rights and democracy, with a shrinking space for civil society and complex humanitarian and political crises emerging. In this context, the European Union showed leadership and remained strongly committed to promote and protect human rights and democracy across the world.

80 per cent of the identified SGBV survivors are under the age of 18. Out of the 29 SGBV incidents identified this week, 11 were of forced marriage.

The slowness of site development and relocation poses challenges to the protection response In Cacanda health consultations raised 45 per cent when compared to last week. The main morbidity factor for children under five was malaria (53,3 percent).
