The provinces of Luanda, Luanda Sul, Luanda Norte, Bié, Benguela, Huambo, Cuanza Norte, Cuanza Sul, Malanje, Namibe, Uíge and Zaire have been affected by floods and flash floods. According to the civil protection authorities of Angola, as of 10 January, 41 people died and 11,190 people have been affected. More than 2,400 houses have been damaged or destroyed, 12 churches destroyed and 4 bridges damaged. For the next 24 hours, heavy rain is forecast across western, central and northern provinces.

  • Flash floods hit Luanda Province (north-western Angola) on 4 January, resulting in casualties.

  • The Government of Angola has reported 1 death in Viana Municipality, while at least 250 families have been affected. More than 200 houses have been flooded across the municipalities of Talatona, Viana, and Cazenga.

  • Floods were reported across Cuanza Sul Province on 5 January, injuring 1 person and damaging more than 200 buildings, including a hospital.

  • Heavy rain will continue to affect most of Angola over 9-10 January.

  • According to the Government of Angola, 60 people have been displaced in the city of Ondjiva (Cunene Province), while several houses are damaged, roads are flooded, and power outages have been reported across areas of Ondjiva.

As natural disasters threaten the most vulnerable people in the Southern Africa and Indian Ocean region, the EU is providing €7 million in humanitarian aid to increase the capacity of communities and authorities to prepare for and respond to disasters. This aid is in addition to the approximately €17 million in EU humanitarian assistance given this year to help people hit by cyclones Idai and Kenneth in Mozambique, Zimbabwe, Malawi and Comoros, and people affected by food shortages in Zimbabwe.

Heavy rainfall has been affecting the northern Malanje province over the last days, causing flash floods that resulted in damage. As of 28 February at 8.00 UTC, according to media, 4 890 people have been displaced and at least 815 houses have been destroyed in nine municipalities of the Malanje province. The most affected municipalities are Malanje with 219 houses destroyed, Cangadala with 203, Mucari with 118, Cambundi-Catembo with 80 and Quirima with 56. Moreover, last week four people died in Luanda province.

  • The southern African continent is highly vulnerable to extreme climatological events, due to the combination of insufficient coping capacity, widespread poverty and strong seasonal rainfall patterns. The region is experiencing a meteorological drought.

  • This region has a strong precipitation seasonality, with most of the annual rainfall falling between November and March. The meteorological drought experienced in the region could impact the next lean season.

  • At least 347,100 Congolese have returned from Angola since 1 October 2018, according to the 'Direction Générale de Migration' (DGM) of the Democratic Republic of Congo (DRC). Caritas, which is monitoring the return on the ground, estimates an even higher number of returnees (half a million people). Angolan authorities had set an ultimatum to all persons with an irregular migrant status to leave the country within 15 days, classifying the operation as targeting illegal immigration and illegal exploitation of informal mines.

Over the next 48 h, moderate to locally heavy rain is forecast for most of the country.
