Since 18 August, thousands of Congolese refugees spontaneously left Lóvua refugee settlement in Angola to make their way back home in the DRC.

A Tripartite Agreement was subsequently signed on 23-24 August between UNHCR and the Governments of Angola and DRC, in order to start an organized Voluntary Repatriations movement.

This update concerns the situation of Congolese refugees and asylum seekers in countries in the region.

As of 31 July 2019, 873,987 Congolese refugees are being hosted in several African countries. From 1 January to 31 July 2019 alone, some 62,291 Congolese fled to neighboring countries, with a particularly significant increase in the flows to Uganda.

UNHCR, together with 57 humanitarian and development partners launched the revised 2019-2020 Regional Refugee Response Plan (RRRP) on 30 June 2019 to help respond to the needs of Congolese refugees in Africa.

Des déplacements ont été rapportés dans les Provinces de l’Ituri et du Sud-Kivu. Ces événements se greffent à une situation humanitaire déjà très fragilisée. Dans la région Centre-Ouest, l’arrivée des expulsés se poursuit à la frontière avec l’Angola.

How Severe, How Many and When: For the current period of analysis (July to December 2019), the analysis, carried out in 5 pools, covered 109 territories out of the total 145. In total, 15 territories were classified in phase 4 (Emergency) and 52 territories in phase 3 (Crisis). Out of the 60.7 million people living in the rural areas analyzed, 15.9 million, (26% of the population analyzed), are in severe acute food insecurity (phase 3 and 4) and more than 4 million in Emergency situation (phase 4).

Dundo -At least 5.379 refugees have returned to Central Kassai province in the Democratic Republic of Congo (DRC), as part of voluntary and spontaneous repatriation started on February 19.

The process is underway with the support of the Angolan Government.

To ensure the speed-up of the process, the Angolan government increased to ten the number of trucks that continue to transport refugees who have voluntarily decided to return to their home country.

An estimated 8,500 refugees have spontaneously left the Lóvua settlement in Angola’s Lunda Norte province since 18 August with the intention of returning home to the Democratic Republic of Congo (DRC). This appears to be a response to reports of improved security in some of their places of origin and anxiety to return home in time for the beginning of the academic year.
