Protracted conflicts

Can you get used to living with war? Probably, in the same way that you can somehow get used to living with physical pain, with constant stress, with disturbing noises. You get used to it, you bear with it in silence, because you have no other choice. You don't know of any alternative.

One thing is for sure: the surrounding world can "get used" to protracted conflict. The international community, the media, the aid organisations - they can all turn a blind eye and a deaf ear to suffering that does not have any news value.

  • Land and property are often central issues in the build up to conflict, in the strategies pursued by combatants and in post-conflict recovery

  • Mine action organisations are not neutral when it comes to land rights. Releasing land which was previously contaminated with landmines and explosive remnants of war (ERW) and making it accessible changes its status. This inevitably involves land rights issues, even if the intent is to avoid them.

Although, the share of donations has slightly decreased from 2007, subsidies from third-party donors, such as Germany's Foreign Office, have increased.

DUBLIN, Ireland, May 30 (UNHCR) - The UN refugee agency welcomed the adoption in Dublin Friday of an international treaty aimed at ending the manufacture, use and stockpiling of cluster bombs, which continue to cause civilian casualties years after they have been dropped.

More than 100 countries adopted the Cluster Munitions Convention at the end of a two-week conference in the Irish capital, which was attended by UNHCR representatives.

As the Third Committee (Social, Humanitarian and Cultural) today concluded its review of the right of peoples to self-determination, this afternoon, acting without a vote, it approved a draft resolution, as orally amended, that would have the General Assembly designate an international year for human rights learning, commencing 10 December 2008.

Overview of the 2007 Programme of Work

As the end of 2007 nears, the number of people the World Food Programme is seeking to support has risen to 83 million. The amount of food assistance required to assist these people is valued at US$3.4 billion. Considering resources mobilized thus far in 2007, the current level of funding falls short by some US$653 million.

Additional resources amounting to approximately US$800 million are required before the end of 2007 to ensure uninterrupted food aid deliveries for ongoing activities.

I. Introduction

1. A significant increase in the numbers of persons of concern to UNHCR brought new challenges in 2006. While there was a 14 per cent increase in refugee numbers from the previous year, the Office's involvement, together with other humanitarian partners, in protecting and assisting internally displaced persons (IDPs) under the inter-agency cluster approach, resulted in a doubling of IDP figures. Thanks to better data capturing, many more stateless people have been identified, also swelling numbers.
