I. Contexte général

a) Historique et situation actuelle

Vers la mi-août 2019, des milliers de réfugiés congolais ayant fui le conflit dit « Kamuina Nsapu » vers l’Angola ont exprimé subitement leur volonté de rentrer en RDC, ce qui a pris la communauté humanitaire de court. De plus, alors qu’une grande partie de ces réfugiés est originaire de la province du Kasaï, la quasi-totalité a exprimé le désir de se rendre à Kananga, au Kasaï Central, lors de ce retour. Ceci semble s’expliquer par plusieurs raisons :

• 43,740 children (116% coverage) aged 6-59 months were vaccinated against measles in Kasai Oriental province during the month of August.

• UNICEF’s Rapid Response to Movements of Population (RRMP) mechanism will be discontinued as of 30th September 2019. A new model, UNICEF Rapid Response will provide a first response, 0ne-off assistance to all population affected by humanitarian crisis

During the month, new arrivals continued to be registered, with a total of 572 new arrivals received in Zambia. 411 were from the Democratic Republic of the Congo (DRC) with, 121 from Burundi, 38 from Somalia and other nationalities, two.

1,793 Congolese refugees received the National Registration, Passport and Citizenship Cards (Alien Cards) from Ministry of Home Affairs, with assistance by UNHCR, to enable them have fair access to rights of inclusion in national services, self-reliance, and opportunities to earn a living, and integration into the host country.

This update concerns the situation of Congolese refugees and asylum seekers in countries in the region.

As of 31 July 2019, 873,987 Congolese refugees are being hosted in several African countries. From 1 January to 31 July 2019 alone, some 62,291 Congolese fled to neighboring countries, with a particularly significant increase in the flows to Uganda.

UNHCR, together with 57 humanitarian and development partners launched the revised 2019-2020 Regional Refugee Response Plan (RRRP) on 30 June 2019 to help respond to the needs of Congolese refugees in Africa.

  • On 5 July, UNHCR signed a Tripartite Agreement with the Governments of DRC and of the Central African Republic (CAR), in preparation for the voluntary repatriation of Central African refugees from DRC. An initial 4,000 refugees have expressed their intention to return home.

92 Points of Control/Points of Entry supported by IOM

HIGHLIGHTS

A rapid response team including National Programme of Hygiene at Borders (PNHF) and IOM staff was deployed to South Kivu Province for rapid assessment and supporting the response following the two Ebola virus disease (EVD) positive cases confirmed in Mwenga territory, 90km from Bukavu (South Kivu Province).

13,323 refugees from the Democratic Republic of Congo (DRC) comprising 6,778 women and 6,545 men received monthly food rations in Mantapala Settlement, Luapula Province.

701 new asylum-seekers arrived in June - 558 from the Democratic Republic of Congo (DRC), 117 Burundi, 24 Somalia and two were of other nationalities. New arrivals are accommodated in Mantapala Settlement.

1. Situation update

The Ebola virus disease (EVD) outbreak in North Kivu and Ituri provinces in Democratic Republic of the Congo (DRC) continues. In the past week, 68 new confirmed EVD cases with an additional 43 deaths have been reported from 13 health zones across the two affected provinces. Most (59%) of the new cases reported in the past seven days were from Beni (n=29) and Mandima (n=11) Health Zones.

HIGHLIGHTS

During the reporting period, IOM provided kits for shelter assistance to over 100 households at the Eliya displacement site in Tanganyika Province, after fires ravaged a large portion of the shelters.

Between 18 and 31 July, a total of 12 additional POE/POCs in North Kivu and Ituri Provinces from 71 to 83 POE/POCs.

Promoting good collaboration with local government is important

Present in more than 134 countries, the UN Refugee Agency works closely with host governments to protect and assist refugees and to find long-term solutions to their problems. Even before UNHCR and other relief organizations are on the scene, host communities are the first provider of support to refugees and asylum-seekers.

A good collaboration is important and in the Angolan municipality of Lóvua, humanitarian workers have implemented this to maximum effect.

Highlights

 The drought crisis in southern Angola continues to deteriorate with an estimated 2.3 million people affected, including 491,131 children under the age of five.

 Circulating Vaccine-Derived Polio Virus (VDPV2) type 2 outbreak in Cambulo district, Lunda Norte province, was confirmed on 13 June 2019.

 With UNICEF support, a polio outbreak vaccination campaign took place in the province of Lunda Norte reaching over 424,560 children.

1. Situation update

The Ebola virus disease (EVD) outbreak in North Kivu and Ituri provinces in Democratic Republic of the Congo continues at a similar transmission intensity to previous weeks. Since our last external situation report, with data reported up to 28 July 2019, 92 new confirmed EVD cases with an additional 59 deaths have been reported across the two affected provinces. There are currently no confirmed cases of EVD outside the Democratic Republic of the Congo.
