The Security Council this morning took note that the mandate of the United Nations Observer Mission in Angola (MONUA) expired today and affirmed that notwithstanding its expiration, the status of forces agreement applicable to the Mission would remain in force until the departure of MONUA's final elements from Angola.

LUANDA, 25 February (IRIN) - The UN humanitarian coordinator in Angola said on Thursday he was "extremely pessimistic" about the plight of huge numbers of people being displaced by increased fighting in recent weeks between government forces and UNITA rebels.

LUANDA, 24 February (IRIN) - UN observers in Angola on Wednesday attended a memorial service for colleagues who died aboard two UN aircraft shot down outside the second city of Huambo.
The service, at the headquarters of the UN Observer Mission in Angola (MONUA), was held two days before the mandate of the military and police contingent ends on Friday.

Officials told IRIN the UN Security Council would formally ratify the withdrawal of MONUA on Thursday when it is expected "to clarify the status" of other UN operations in Angola.

Angola's vice-minister for territorial administration, Higino Carneiro, has arrived in New York and has again rejected the UN Security Council's request to maintain a political and military presence in Angola. Evelyn Leopold, reporting for Reuters from New York, said Mr. Carneiro told the UN Security Council Angola even rejected a small "multidisciplinary presence" in Angola that would have included some military observers and a special representative and staff. Carneiro said the special representative and staff could work from New York.

LUANDA, Feb 19 (Reuters) - Portuguese Foreign Minister Jaime Gama on Friday pledged new aid for Angola to tackle a humanitarian crisis triggered by civil war.

"We can announce that immediately the Portuguese government will donate $500,000 to Angola for emergency aid...and a further $3 million as our contribution to help the international aid programmes specific to Angola," Gama told a news conference as he wound up a three-day visit.
