The climate crisis is having devastating consequences in Southern Africa, with parts of the region experiencing their lowest rainfall since 1981 while others have endured the destruction of cyclones, pests and disease.
More than 9.2 million people across the region are now severely food insecure, and this figure is expected to grow to 12 million at the peak of the lean season (October 2019-March 2020).
• The 2018/19 season, the driest season since at least 1981 in central and western parts of the region, was marked by delayed and erratic onset of rains, midseason dry spells, and early cessation of rains. From October 2018 to early April 2019, parts of southern Angola, northern Namibia, southern Botswana, northern South Africa, southern Zambia and northern Zimbabwe registered significantly below average rainfall (50%~ below average, Figure 1).
The Climate Prediction Centre is predicting El Niño climatic conditions during the main 2018-19 growing season with 70-75% probability while IRI has increased the probability to more than 85%. Furthermore, the forecasts suggest a likelihood of a weak to moderate El Niño event. Historically El Niño climatic conditions have resulted in reduced rainfall across the southern part of Southern Africa.
High risk countries and potential impacts on food security and agriculture
In view of the potential impact of the 2018/19 El Niño on food security and agriculture, high risk countries in Southern Africa, Horn of Africa, Asia and the Pacific and Latin America should be prioritized for further monitoring, analysis and early action.
• The 2017-18 rainfall season was characterized by a late start, an extended mid-season dry spell (December-January) and heavy rains from February into April. The dry spell caused moisture stress and wilting of the early planted crops in many areas in Botswana, south-western Madagascar, southern Malawi, southern and some central parts of Mozambique, Zambia and Zimbabwe.
The **FAWRisk-Map** incorporates diverse socio-economic and agro-ecological data so that responders can visualise where the underlying risk of household **food insecurity** due to Fall Armyworm is highest. The tool consists of a number of layers allowing users to disaggregate risk into its constituent parts. By highlighting potential "hotspots", the tool is intended to assist decision-makers in prioritising and preparing for early action in targeted areas.
Many countries across the African continent face recurrent complex emergencies, frequent food insecurity, cyclical drought, and sudden-onset disasters, such as earthquakes, floods, and storms. In FY 2017, USAID/OFDA continued to respond to urgent needs resulting from disasters and support DRR programs that improve emergency preparedness and response capacity at local, national, and regional levels.
CERF announces new findings in latest Results Report

A new Results Report takes stock of how a US$439 million humanitarian investment from more than 50 donors delivered life-saving assistance to over 22 million people facing the consequences of natural disasters and conflict around the world.
- Most of Southern Africa experienced erratic rainfall, delayed start of rainy season and extended midseason dry-spell from December to February which have wilted early planted crops in the region.
- In March 2018, significant rainfall was received in central and eastern parts of South Africa.
Cereal production during the upcoming harvest season in Southern Africa is expected to be below average, despite the heavy late rains, which benefitted the late planted crops. This is due to a late start of the rainy season, minimal to no rains during the critical planting season (December -January), high temperatures and the prevalence of Fall Armyworm (FAW).

14 March 2018, Rome - FAO has launched a mobile application to enable farmers, agricultural workers and other partners at the frontline of the fight against Fall Armyworm in Africa to identify, report the level of infestation, and map the spread of this destructive insect, as well as to describe its natural enemies and the measures that are most effective in managing it.

Early action crucial to avert crisis
09 February 2018, Johannesburg/Harare - Prolonged dry spells, erratic rainfall, high temperatures and the presence of the voracious fall armyworm have significantly dampened Southern Africa’s current agricultural season’s cereal production prospects. Early action in the form of consolidating information through assessments and anticipatory measures that reduce the impact of threats are crucial for an effective response.

Dry conditions intensified in the southern half of the region, threatening production prospects in several areas. Abnormally high temperatures accompanied these dry conditions. Short term rainfall forecasts suggest little respite in the near-term.
Good rains were received in the northern half of the region, promoting good crop conditions.
A cyclone made landfall in Madagascar, causing fatalities, displacement of populations, damage to infrastructure and flooding of thousands of hectares planted to rice.
Cyclical drought, food insecurity, cyclones, floods, disease outbreaks, and complex emergencies present significant challenges to vulnerable populations throughout the Southern Africa region. Between FY 2008 and FY 2017, USAID’s Office of U.S. Foreign Disaster Assistance (USAID/OFDA) and USAID’s Office of Food for Peace (USAID/FFP) provided humanitarian assistance in response to a range of natural and man-made disasters.
- Good rains were received in the northern half of the region.
