In response to the violent and excessive use of force by state security forces today to break up a peaceful pro-independence march in Cabinda Province, and the arrest of dozens of protesters and their leaders, Amnesty International’s Regional Director for Southern Africa, Deprose Muchena said:

“The heavy deployment of security personnel armed with batons and guns – and the subsequent excessive use of force against peaceful protesters in order to prevent this planned protest - is yet another indication that authorities are not prepared to tolerate dissent.

As of 30 September 2019, 881,279 Congolese refugees are being hosted in African countries. From 1 January to 30 September 2019 alone, some 77,782 Congolese fled to neighboring countries, with a particularly significant increase in refugee flows to Uganda.

UNHCR together with 57 humanitarian and development partners launched the revised 2019-2020 Regional Refugee Response Plan (RRRP) on 30 June 2019 to help respond to the needs of Congolese refugees in Africa.

Protracted and new disasters have impacted a staggering number of people in Eastern and Southern Africa, and in 2020, will require substantial effort in terms of emergency preparedness and response strategies, mechanisms, tools and partnerships. More than 35 million people in the region, including nearly 18 million children, are in need of humanitarian assistance due to climate-related shocks, health emergencies, conflict, poverty and displacement.

In southern Angola, an estimated 2.3 million people continue to face food insecurity and are in need of humanitarian assistance due to the worsening and prolonged drought conditions. The rains have failed for the last eight months, with less than 50 millimetres of rain recorded during this period. More than 421,000 people are food insecure in the 23 communes surveyed. This number is projected to increase to nearly 562,000 by February 2020, with 50 per cent of communes classified as experiencing crisis levels of food insecurity.

UNHCR will launch the voluntary repatriation of Central African refugees in mid-November. An estimated 4,000 refugees will be repatriated. Three return zones were identified as safe for voluntary repatriations to CAR: Bangui, Ombella M’Poko and Lobaye.
