Repatriation of Congolese refugees from Angola to the Democratic Republic of Congo (DRC)

• The fifth convoy of the organized voluntary repatriation to DRC departed from Lóvua settlement on 13 November 2019 at 8:30, in the direction of Kalamba Mbuji, Kasai Central Province, DRC.

From 18 August, thousands of Congolese refugees spontaneously left Lóvua refugee settlement in Angola to make their way back home in the DRC.

A Tripartite Agreement was signed on 23 August between UNHCR and the Governments of Angola and DRC, in order to start organized Voluntary Repatriation movements.

On 9 October, the first organized convoy movement left Lóvua settlement with 218 persons on board.

• The fourth convoy of the organized voluntary repatriation departed from Lóvua settlement on 7 November at 9:05am, in the direction of Nachiri, Kasai Province, DRC.

• The convoy consisted of nine trucks, seven for passengers and two for luggage. Of the nine trucks that crossed the border, three were hired by the International Organization for Migration (IOM).

CONTEXT

The Meheba Refugee Settlement was established in 1971 during the refugee influx from Angola and is located in Kalumbila District in North-Western Province. The settlement covers an area of 720 sq./km demarcated into eight blocks from A-H and further divided into land for the settlement of refugees and “former refugees”.

Seven refugees have so far in 2019 (as of 31 August) been assisted to voluntarily repatriate, while 111 refugees and others of concern returned home spontaneously from the settlements and urban areas.

As of 31 August, a cumulative figure of 349 refugees had been resettled to third countries from Zambia in 2019.
The resettled refugees were from the settlements of Meheba and Mayukwayukwa, as well as the urban areas.

• The second convoy of the organized voluntary repatriation departed from Lóvua settlement on 30 October at 10:30am, in the direction of Nachiri, Kasai Province, DRC.

• The convoy consisted of nine trucks. Five for passengers and four for luggage. Of the nine trucks, two luggage trucks arrived after the convoy had departed from the settlement, but they joined the convoy later.

• 300 refugees were part of this convoy including 181 children.

After democratic elections in the Democratic Republic of Congo (DRC) and Félix Tshisekedi as the elected President in January 2019, hundreds of Congolese refugees are voluntarily returning home.

As of 31 August 2019, 886,881 Congolese refugees and asylum seekers are being hosted in several African countries. From 1 January to 31 August 2019 alone, some 61,652 Congolese fled to neighboring countries, with a particularly significant increase in the flows to Uganda.

Vers la mi-août 2019, des milliers de réfugiés congolais ayant fui le conflit dit « Kamuina Nsapu » vers l’Angola ont exprimé subitement leur volonté de rentrer en RDC, ce qui a pris la communauté humanitaire de court. De plus, alors qu’une grande partie de ces réfugiés est originaire de la province du Kasaï, la quasi-totalité a exprimé le désir de se rendre à Kananga, au Kasaï Central, lors de ce retour. Ceci semble s’expliquer par plusieurs raisons :

• UNICEF’s Rapid Response to Movements of Population (RRMP) mechanism will be discontinued as of 30th September 2019. A new model, UNICEF Rapid Response will provide a first response, 0ne-off assistance to all population affected by humanitarian crisis

Since 18 August, thousands of Congolese refugees left Angola to come back to DRC. A Tripartite Agreement was subsequently signed on 23-24 August between UNHCR and the Angola and DRC Governments, to start an organized Voluntary Repatriations movement.

In Kasenyi, Ituri Province, UNHCR and partner CARITAS continued the construction of collective hangars to respond to the arrival of some 4,300 IDPs. So far, 21 hangars are occupied by 252 households. In addition, 333 individual shelters were finalized.
