Le présent document est un plan opérationnel dont le but est d’orienter la stratégie de réponse humanitaire à la crise dans la Région du Kasaï, les provinces de Kwilu, Kwango et le territoire de Kapanga dans la province de Lualaba, pour la période de juillet à décembre 2019.

La stratégie vise à répondre aux trois problématiques humanitaires principales :

i) la vulnérabilité aiguë des populations causée par la perte d’accès aux biens, services et moyens de subsistance de base ;

Joint Livelihoods Strategy was launched in May, through common efforts by different partners working in Lovua settlement .

KEY INDICATORS

75% of Congolese refugees from Kasai in Angola are women and children.

36,679 Biometrically registered Congolese refugees in Lunda Norte Province. A total of 23,795 refugees are currently receiving food assistance.

UNICEF continues to play a key role in the UN wide Ebola prevention and preparedness response, reaching more than 65,000 people with key Ebola messages and EVD prevention supplies.

Situation Overview

The United Republic of Tanzania was host to 84,347 refugees and asylum-seekers from the DRC, as of 31 December 2018, representing the 25.8 per cent of the total refugee population in the country. The majority of refugees, some 84,246, continued to reside in the refugee camp of Nyarugusu and the remaining population in urban areas.

Southern Africa is projected to be one of one of the most vulnerable regions to the impacts of climate change. Floods and cyclones affected several countries and more than 400,000 people across the region were affected in 2018. The estimated population in the sub region is over 340 million. With 60 per cent of the population living in urban areas, this rise in urbanization means more youth are living in towns where employment opportunities are limited leading to increased crime and other socio – economic development challenges.

In 2018, the crisis in the Democratic Republic of the Congo (DRC) drastically worsened, spreading to previously unaffected areas and impacting the Great Lakes region. The ongoing conflicts across much of eastern and central DRC continue to cause significant displacement, damage to property and tragic loss of human life.

Eastern and Southern Africa is home to more than 60 per cent of children and adolescents living with HIV. This is the region where most progress in the HIV response has been made. Coverage of maternal antiretroviral treatment for pregnant and breastfeeding women living with HIV reached 93 per cent in this region in 2017. Sustaining these gains and continuing to reach children, adolescents and women at risk and living with HIV is critical. In 2017, an estimated 120,000 adolescents aged 10–19 years and 94,000 children aged 0–9 years were newly infected with HIV.

HIGHLIGHTS

  • 9.6 million people were severely food-insecure in Southern Africa at the start of the lean season (October 2018- April 2019)

  • Three districts in Zimbabwe and two in Madagascar are facing Emergency food insecurity (IPC phase 4) due to extreme loss of livelihoods

  • There is at least an 80 per cent chance of an El Niño phenomenon between October and December 2018, which could exacerbate the deteriorating situation.

  • Le 21 Mai 2018, Une mission “Go and See” de réfugiés ivoiriens en provenance du Togo a été reçu à Noé (frontière Ghana-Cote D’Ivoire). du 22 au 25 Mai, HCR Togo et Cote D’Ivoire ainsi que les partenaires ont assisté les réfugiés à rencontrer les différentes autorités administratives à Abidjan, Divo et Gagnoa et faciliter les échanges sur le processus de rapatriement.

Les jeunes de 10 à 24 ans représentent plus de 30% de la population des pays de la SADC (Communauté de développement d'Afrique australe) et sont parmi les plus touchés par le VIH. Malgré cela, leur accès à des soins efficaces en termes de santé sexuelle et reproductive est inégal.

Selon un symposium qui a eu lieu lors de la dernière Conférence internationale sur le Sida à Amsterdam, les réformes juridiques et politiques pour assurer l’accès à la santé sexuelle et reproductive sont essentielles pour atteindre l'égalité sanitaire.
